Statement of Work (SOW) / Performance Work Statement (PWS)

The Michael E. DeBakey VA Medical Center requires the remediation, optimization, and expansion of its existing Centrak Real-Time Location System (RTLS) to support clinical operations, staff workflows, and asset visibility. The goal is to restore full operational health, ensure room-level accuracy, maintain system reliability, implement a battery lifecycle program, and align with current OEM-supported standards.

• Provide labor, materials, equipment, tools, cabling, calibration, transportation, software, professional services, technical support, on-site and remote monitoring, and travel for installation, upgrade, optimization, and deployment of Centrak RTLS components.

• Comply with OEM requirements and maintain authorized access to Centrak software and tools.

• Assess performance, accuracy, and coverage of the existing RTLS.

• Upgrade Centrak RTLS platform, software, server/virtual appliance hardware, OS, licenses, modules, and client software to current, OEM-supported versions.

• Migrate/validate configurations, maps, zones, rules, integrations, and user groups.

• Survey, document, replace, or add infrastructure devices (locators, exciters/portals, BLE beacons, gateways) to achieve required coverage and accuracy.

• Implement a battery replacement and health program for all Centrak tags and battery-powered infrastructure devices, identifying and replacing depleted or near end-of-life batteries.

• Expand RTLS coverage and functionality at the main hospital and selected CBOCs, providing room-level or chokepoint-level coverage for designated areas.

• Integrate RTLS with existing platforms (e.g., nurse call, CMMS) via OEM-supported APIs or connectors.

• Room-level accuracy: ≥ 95% correct room detection in validated zones.

• Chokepoint detection: ≥ 99% correct crossing detection.

• Tag availability: ≥ 98% of active tags online and reporting.

• Infrastructure uptime: ≥ 99% uptime per device class over a rolling 30-day period.

• Battery replacement completion: 100% of identified low/near-EOL devices replaced within 10 business days of identification.

• Standard hours of performance are Monday-Friday 8:00 AM – 6:00 PM CST, excluding federal holidays.

• Work to be performed at the Michael E. DeBakey VA Medical Center and potentially selected CBOCs.

• Contractor shall maintain an established business with a staffed office and full-time personnel.
