Performance Work Statement (PWS)

• Preventive, Remedial, and Emergency Maintenance: Services include inspection, testing, troubleshooting, repair, replacement, and restoration of PACS hardware, software, and associated components.

• SCIF Maintenance: Maintenance services extend to PACS components installed within Sensitive Compartmented Information Facilities (SCIFs), adhering to strict SCIF access protocols and security procedures.

• Program Management Support: Support for Program Management Office (PMO) and Contracting Officer's Representative (COR)-directed PACS modernization efforts, including installation, configuration, upgrade, and replacement.

• Virtual Maintenance: Remote monitoring, systems administration, troubleshooting, and technical support for PACS environments located outside the NCR (Richmond, VA, and Little Rock, AR).

• Optional Tasks: Includes physical relocations/renovations (Task 1) and modernization maintenance (Task 2).

• Base period of 12 months, with 4 option years and 2 optional tasks.

• Overall Period of Performance not to exceed 60 months.

• Primarily VA facilities within the NCR, detailed in Appendix B.

• Remote troubleshooting support for locations in Richmond, VA, and Little Rock, AR.

• Project Management: Contractor Project Management Plan (CPMP), Kickoff Meeting, Weekly Progress Reports, and Privacy/HIPAA training certificates.

• PACS Maintenance: Includes initial assessment, inventory, physical maintenance, software/systems administration, preventive maintenance, inspections, remedial maintenance, and emergency remedial maintenance.

• Personnel: Requires qualified technicians with specific certifications and PIV credentials. TS/SCI clearance is needed for SCIF access.

• Reporting: Regular reporting on maintenance activities, issues, and status.

• Compliance with numerous federal laws, regulations, and VA directives (detailed in Applicable Documents section).

• Adherence to cybersecurity, privacy, and information security requirements.

• Use of Government-furnished equipment (GFE) and Contractor-provided IT accessories.

• Specific requirements for handling sensitive information and data security.

Request for Information (RFI)
