This notice is for informational and planning purposes to conduct market research for the replacement of exterior glass panels at the Lee County Veterans Healthcare Center (LCHC) in Cape Coral, FL. The Department of Veterans Affairs (VA) is seeking information from qualified Small Businesses (SB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Veteran-Owned Small Businesses (VOSB) to determine the feasibility of a set-aside for this requirement. This is NOT a solicitation, and no contract will be awarded from this notice.

• Procurement of new impact glass panels.

• Removal of existing broken and damaged impact glass panels.

• Installation of new impact glass panels within the building’s curtain wall system.

• Replacement of approximately 40 glass panels.

• Contractor must provide all personnel, equipment, supplies, transportation, tools, materials, and insurance.

• Responses will be accepted until May 26, 2026, 14:00 Eastern Time.

• The VA will use responses to determine socio-economic status for potential set-aside.

• The VA is exploring a potential SDVOSB set-aside.

• If insufficient SDVOSB responses are received, it may be solicited as a VOSB or SB set-aside.

• If no or insufficient small business responses are received, it may be solicited as unrestricted.

• Contractor must provide a 12”x12” glass panel product sample for approval.

• Contractor is responsible for verifying all measurements and contracting the manufacturer.

• Surface preparation and installation of new panels, gaskets, and sealing are required.

• Contractor must supply necessary equipment, such as lifts.

• All work must be performed with limited interruption to the facility.

• Contractor is responsible for any damage caused to government property.

• Contractor personnel must wear appropriate attire, identifying badging, and visible contractor identification.

• Contractor personnel must be escorted by a VA employee at all times.

• Weekly written progress reports (during ordering/manufacturing) and daily written progress reports (during installation) are required.

• Proof of Liability and Workers Compensation Insurance must be provided.

• The contractor owner/company principal (or subcontractor representative) must attend an onsite VA walk-through.

Solicitation / RFP / RFQ

This solicitation is for a non-personal services contract for the Department of Veterans Affairs (VA) Lee County Health Clinic (LCHC) in Cape Coral, FL. The requirement is to procure new impact glass panels, remove existing broken/damaged panels, and install new ones in the building's curtain wall system. The VA requires replacement of approximately 40 glass panels.

• Provide all personnel, equipment, supplies, and materials necessary for the replacement.

• Verify all window measurements.

• Dispose of old glass panels and materials legally and properly.

• Install new impact glass panels meeting hurricane impact requirements for Florida and maintaining Emergency Preparedness.

• Glass unit specifications include: 5/16" Blue Green (or closest match), fully tempered; VRE-59 #2, edge deletion; 7/16" airspace - mill finish, Argon filled; Sightline: 1/2" silicone (Black); 1/4" Clear, heat strengthened; .045" clear PVB.

• Provide a 12"x12" glass panel product sample for color and construction acceptance.

• Prepare surfaces for new installation.

• Seal windows in place and establish connections to building structure.

• Supply necessary lifts or equipment; VA will not furnish any.

• Perform work with limited interruption to the facility.

• Repair any damage caused to Government property at no cost.

• Contractor personnel must wear appropriate attire, identifying badging, and park in designated areas.

• All work must be conducted safely and in compliance with OSHA regulations.

• Contractor personnel must be escorted by a VA employee at all times.

• Provide weekly written progress reports (during ordering/manufacturing) and daily written progress reports.
