Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this project is to furnish and install a Building Automation System (BAS) at the Guam Community-Based Outpatient Clinic (CBOC) and the American Samoa CBOC. The BAS will provide centralized and remote monitoring and alarming capabilities for existing building systems, with future potential for full control.

• Install a complete BAS integration system at both Guam and American Samoa sites.

• Integrate existing equipment controllers using open protocols (BACnet/IP, MS/TP, Modbus).

• Provide monitoring-only functionality, with an architecture capable of future control expansion.

• Integrate HVAC systems, exhaust fans, solar photovoltaic systems, emergency power systems (Guam, with future capability for American Samoa), electrical metering, water metering, and space environmental monitoring (temperature, humidity).

• Provide system-level and virtual points for communication status, device health, and aggregated alarms.

• Coordinate with VA OIT for network connectivity and cybersecurity compliance.

• Provide commissioning, training, and documentation.

• Alarming: Equipment alarm monitoring, email notifications, alarm prioritization.

• Trending: Trend logging for key points (temperature, energy) with adjustable intervals.

• Graphics: Web-based graphical interface with system-level dashboards and equipment-level graphics.

• Design/Coordination: Q4 FY26.

• Construction Duration: 180-270 Days.

• Locations: Guam CBOC and American Samoa CBOC.

• System architecture must integrate with a VA-provided central server in Honolulu; no external cloud-based system is required for core functionality.

• Installation must minimize disruption to clinical operations and be coordinated with facility staff.

• Compliance with VA Technical Information Library (TIL), VA Master Specifications, VA BAS Design Guide, VA Cybersecurity and OIT requirements, and applicable codes (NFPA, NEC).
