To furnish and install a Building Automation System (BAS) at the Guam Community-Based Outpatient Clinic (CBOC) and the American Samoa CBOC to support integration and monitoring of existing building systems. This project aims to implement a scalable BAS architecture focused on monitoring and alarming, with future capability for full control.

• Install a complete BAS integration system at both sites.

• Integrate existing equipment controllers using open protocols (BACnet/IP, MS/TP, Modbus).

• Provide monitoring-only functionality, with architecture capable of future control expansion.

• Integrate HVAC systems, exhaust fans, solar photovoltaic systems, emergency power systems (Guam), electrical metering, water meters, and space environmental monitoring.

• Provide system-level/virtual points for communication status, device health, and aggregated alarms.

• Coordinate with VA OIT for network connectivity and cybersecurity compliance.

• Provide commissioning, training, and documentation.

• Alarming: Equipment alarm monitoring, email notification, alarm prioritization.

• Trending: Trend logging for key points with adjustable intervals.

• Graphics: Web-based graphical interface with system-level dashboards and equipment-level graphics.

• Design/coordination: Q4 FY26.

• Construction duration: 180-270 Days.

• BAS shall integrate with a VA-provided central server in Honolulu; no external cloud-based system required for core functionality.

• System shall support secure remote access from Honolulu.
