Purpose

This Sources Sought is for information and planning purposes only and does not constitute a solicitation. The VA seeks to gain knowledge of potential qualified vendors to inform appropriate acquisition decisions for the modernization of Building Automation Systems at its Outlying CBOCs.

Scope of Work

The project involves furnishing and installing a complete BAS integration system at both the Guam CBOC and American Samoa CBOC. The system will provide centralized and remote monitoring and alarming capabilities for existing building systems, with architecture designed for future control expansion. Key integrations include HVAC, exhaust fans, solar photovoltaic systems, emergency power systems (Guam, with future American Samoa capability), electrical and water metering, and space environmental monitoring (temperature, humidity). The system must integrate with a VA-provided central server in Honolulu and comply with VA Technical Information Library (TIL), Master Specifications, BAS Design Guide, and cybersecurity requirements. The scope also includes commissioning, training, and documentation.
