Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a service contract for the maintenance, support, and potential upgrades of a Motorola Trunking System for the Central Arkansas Veterans Health Care System (CAVHS) facilities in Little Rock, AR, and North Little Rock, AR.

• Service Desk: Record, track, and update service requests, change requests, dispatch requests, and incidents using Motorola Solutions' CRM.

• Technical Support: Provide telephone consultation and troubleshooting for infrastructure performance and operational issues.

• Onsite Support: Dispatch local, trained technicians to diagnose and restore the communications network, including hardware diagnostics and Field Replacement Unit (FRU) replacement.

• Annual Preventative Maintenance: Conduct scheduled operational testing and alignment of infrastructure and network components to ensure they meet manufacturer specifications.

• Network Hardware Repair: OEM-authorized repair of Motorola Solutions equipment, including advanced replacement options.

• Self-Installed Security Patches: Provide pre-tested security patches.

• System Upgrade Agreement (SUA): Provide public safety radio system release updates for reliable network operations, cybersecurity protection, and compatibility with new features. Includes software release updates, hardware updates (when necessary), and professional implementation services.

• Software Maintenance (Scout dispatch solution): Ongoing post-warranty support including adaptive, perfective, corrective, and preventive maintenance. Includes access to newer software versions, major/minor releases, patches, telephone support (8 AM - 7 PM EST), 24x7x365 critical priority support, and secure online portal access.

• Hardware Maintenance: Repair and replacement of Motorola Solutions hardware products and accessories, with options for advanced replacement components.

• Remote Support: Provide telephone and remote support for unexpected issues during business hours and 24/7 for critical priority issues.

• Equipment must function in conformance with the latest published editions of NFPA-99, OSHA, and manufacturer's specifications.

• All services and repairs are to be performed during normal business hours (8:00 AM to 5:00 PM CST, M-F) unless otherwise agreed upon or directed by the COR/CO.

• Monthly reports detailing all work performed, including remote access times and service details, must be submitted to the Engineering Department.

• Any disruptions to radio service must be reported immediately.

• Period: Base plus 4 contract years for continuous coverage.

• Place: John L. McClellan VA Hospital (Little Rock, AR) and North Little Rock Eugene Towbin VA Medical Center (North Little Rock, AR).

• Information Security: The radio equipment may contain sensitive audio, including EPHI. The contractor must adhere to federal laws, regulations, standards, and VA Directives regarding information security. No sensitive information may be duplicated or deleted. Hard drives requiring replacement must be turned in to the VA.

• Contractor Qualifications: Field Service Engineers (FSEs) must be fully qualified, having successfully completed formalized OEM training. Subcontracting requires written permission from the Contracting Officer.

• Identification: FSEs must wear visible identification at all times on VA premises and obtain a VA identification badge.

• Parts: Parts are not covered under this contract and will be quoted separately if needed. No used parts are permitted.

• Test Equipment: Calibration must be traceable to NIST standards.

Sources Sought Inquiry

This is a Sources Sought inquiry by the Department of Veterans Affairs, Network Contracting Office 16 (NCO 16), to identify potential sources capable of providing Motorola Trunking Radio System maintenance and support services for the Central Arkansas Veterans Healthcare System (CAVHS) in Little Rock and North Little Rock, Arkansas. The information gathered will help determine the appropriate procurement method and any potential set-aside decisions.

Respondents should describe their capabilities, including management experience, equipment, and personnel. They must also meet all Federal, State, and Local Municipal codes for this type of service. A draft Statement of Work (SOW) is attached, detailing the services required.
