Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the installation, maintenance, and support of the VA Medical Center's (VAMC) communication and IT infrastructure, ensuring uninterrupted network and communication operations.

The contractor will provide comprehensive support and sustainment services for the Eastern Colorado VA Health Care System. This includes:

• Covered Equipment: Servers (DL380 Gen10, G10 Telephony, G10 Inform), DAS (2060), NM Clients (Z2 Mini G9), MCC7500 VPM based Consoles, GTR 8000, and related components.

• 3rd Party Applications: Support for NICE RNI (Radio IP Logging) and NICE CEN (Telephony).

• Locations: Principal Site, CEN, Dispatch, RF Sites, Data Center Lockdown Room, Pueblo VA Clinic, Colorado Springs Clinic.

• Essential Plus Services: Includes Service Desk (CRM system usage), Technical Support (telephone consultation), Onsite Support (dispatching technicians), Annual Preventative Maintenance, Network Hardware Repair (Motorola Solutions equipment and selected third-party infrastructure), and provision of Self-Installed Security Patches.

• System Upgrade Agreement II (SUA II): Provides public safety radio system release updates, including software release updates, hardware updates to support new software, and professional implementation services at VAMC Denver sites. Delivered in two-year periods with one update possible per period.

• Motorola Solutions-NICE Support: Offers centralized technical support, infrastructure repair for all Motorola-manufactured and third-party equipment, and dispatch service with on-site response for NICE equipment. Includes automated escalation and case management.

Services are delivered through local personnel, a centralized 24/7/365 Motorola Solutions Support Center (SSC), and a Repair Depot. Case management follows an automated escalation process for timely response and restoration compliance.

Services cover the Eastern Colorado VA Health Care System, including various specified sites. SUA II services are delivered in two-year periods.

• Use of Motorola Solution’s Customer Relationship Management (CRM) system for service requests.
• Certified field technicians for preventative maintenance and repairs.
• Provision of pre-tested security patches.
• Implementation services for SUA II updates at VAMC Denver sites.

Sources Sought Notice

This notice is issued by the Department of Veterans Affairs, Network Contracting Office 19 (NCO 19) for market research purposes. The VA is seeking potential sources for Police Radio Maintenance and Support services for the Rocky Mountain Regional VA Medical Center. This is not a solicitation or request for proposal, and no award will be made based on responses.
