Scope of Work

The contractor will provide comprehensive on-site services for the facility's electrical power distribution equipment, adhering to NETA standards. Key tasks include:

  • Tri-annual Maintenance: Substation and transformer inspections, cleaning, lubrication, and testing (insulation resistance, turns ratio, power factor, liquid cooling systems).
  • Tri-annual Circuit Breaker Maintenance: Cleaning, lubrication, inspection, and testing of low and medium voltage breakers.
  • Annual Testing: Ground resistance testing, Infra-Red (IR) imagery/thermographic surveys to detect hot spots, and transformer oil testing.
  • Tri-annual Medium Voltage Relay Testing: Calibration and maintenance.
  • Annual Battery Maintenance: Inspection and testing of substation control power batteries.
  • 4-Hour Power Outage Test Support: Participation as a resident expert during scheduled tests.

Contractor Requirements

Prospective contractors must be experienced Electrical Contractors with a primary focus on electrical distribution systems. Specific qualifications include:

  • Experience: Minimum of five (5) continuous years of experience in maintenance, inspection, and testing of electrical power distribution systems in healthcare, industrial, educational, or commercial facilities.
  • Certifications: NETA certified technicians (or equivalent) with OSHA 10-hour construction safety training. NFPA 70E Qualified Person certification is required.
  • Compliance: Adherence to NFPA 70, 70B, 70E, 110, OSHA 29 CFR 1910, and NETA Maintenance Testing Specifications.
  • Equipment: Provision of all necessary, calibrated tools, equipment, and Personal Protective Equipment (PPE).
  • Safety: Submission and approval of a site-specific safety plan (SSSP).
  • Management: Provision of a Contract Manager and alternate, available during specified hours.

Period and Place of Performance

  • Place: Louis Stokes VA Medical Center, 10701 East Boulevard, Cleveland, OH 44106.
  • Period: A base year from November 1, 2026, through October 31, 2027, with four (4) one-year option periods, extending potentially through October 31, 2031.
