Statement of Work (SOW) / Performance Work Statement (PWS)

To ensure the maintenance, repair, testing, and inspection of the Emergency Power Supply System (EPSS) and Stored Emergency Power Supply System (SEPSS) at the VA Sierra Nevada Health Care System (VASNHCS) in Reno, NV, in compliance with relevant standards (VHA Directive 1028, TJC, NFPA 70, 99, 110, OSHA, manufacturer, and local agencies).

• Provide all personnel, equipment, supplies, and services for EPSS and SEPSS maintenance, repair, testing, and inspection.

• Services include weekly, monthly, semi-annual, annual, and tri-annual testing and maintenance of generators, Automatic Transfer Switches (ATS), and Uninterrupted Power Sources (UPS).

• Specific tasks include generator load testing (weekly, monthly, annual, tri-annual), ATS testing, fuel testing, UPS battery replacement and testing, and inspection of associated components.

• Contractor must provide a 24/7 response capability to the Reno, NV area with a 1-hour emergency response time.

• Compliance with TJC Environment of Care Standards (EC.02.05.07), NFPA 70, 99, 110, OSHA, and manufacturer specifications.

• Specific testing frequencies and durations are detailed (e.g., weekly inspections, 30-minute monthly generator tests, 4-hour tri-annual generator tests).

• Reporting requirements include comprehensive written reports within seven days of service completion, with immediate notification of any deficiencies.

• Performance includes scheduled work during normal hours (Monday-Friday, 0730-1600, excluding federal holidays) and some work outside normal hours (e.g., early mornings, Saturdays) as specified.

• Contractors must possess Engine Manufacturer certification or equivalent training for generators, ATS, and UPS, and have completed OSHA 10-hour construction safety training.

• Minimum of three years of experience in healthcare, industrial, educational, and commercial facilities.

• Employees must have electrical safety training (OSHA 29 CFR 1910 Subpart S, NFPA 70E) and a certified Electrical Contractor License for Nevada.

• Contractors must have access to relevant standards and manuals (NFPA 70, 70B, 70E, 110; OSHA 29 CFR 1910; VHA Directive 1028).

• Contractor must provide all necessary tools, equipment, and PPE.

• Environmental spill and hazardous material disposal protocols must be followed.

• Contractors shall not have access to VA systems or sensitive information.

Sources Sought Announcement

This is a Sources Sought Announcement for Emergency Power Supply Systems services for the VA Sierra Nevada Health Care System (VASNHCS). The Department of Veterans Affairs (VA) Network Contracting Office (NCO 21) is gathering information to determine procurement strategy. No solicitation is currently available, and this announcement is for informational purposes only.

• Services include Generator, ATS, and Up testing, inspections, and battery replacement as detailed in the attached Draft Performance Work Statement (PWS).

• The NAICS Code is 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) with a small business size standard of $12.5 Million.

• A draft PWS is attached.

• Interested contractors must submit a capability statement via email to Kulvinder.Brar@va.gov by 1:00 P.M. PST on December 19, 2025.

• The government will use the submitted information to determine its business type decision.

• Contractors must be registered in the System for Award Management (SAM).

• SDVOSB and VOSB firms must be registered and verified at Veteran Small Business Certification (sba.gov) at the time of submission.

• For small businesses, there is a Limitations on Subcontracting requirement (FAR 52.219-14 and FAR 52.219-27), stating at least 50% of contract performance costs for personnel must be expended for employees of the concern.
