Solicitation / RFP / RFQ

This solicitation is for Caterpillar Generator Service for the Minneapolis VA Health Care System. The government is procuring preventative maintenance services for various Caterpillar generators.

• Perform preventative maintenance services on specified Caterpillar generators.

• Services include comprehensive inspections (64-point and 67-point), oil/filter replacement, cooling system maintenance, and valve train adjustment.

• Use only original equipment manufacturer (OEM) parts.

• Proper disposal of all hazardous materials and petroleum products.

• Provide certified Caterpillar service technicians with valid training certificates.

• Deliver a comprehensive service report for each service performed.

• Contract Period: Base (02-01-2026 to 01-31-2027), Option 1 (02-01-2027 to 01-31-2028), Option 2 (02-01-2028 to 01-31-2029).

• NAICS Code: 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance).

• Product/Service Code: J061 (Maintenance, Repair, and Rebuilding of Equipment - Electric Wire and Power Distribution Equipment).

• The total contract duration, including options, shall not exceed three (3) years.

• Offerors must submit signed and dated quotes electronically via email to Robert Bennett at robert.bennett8@va.gov.

• Quotes must be submitted in Microsoft Word or Adobe .pdf format.

• Offerors must register in the System for Award Management (SAM).

• Submission Deadline: December 23, 2025, at 4:00 PM CST.

• Questions must be submitted via email by December 16, 2025, at 4:00 PM CST. Responses will be posted as an amendment.

• Evaluation will be based on the lowest price technically acceptable (LPTA) process.

• Technical proposal and Past Performance references are required.

• Offerors must provide a Quality Control and Quality Assurance Plan.

• Offerors must indicate if they intend to use a subcontractor and the percentage of work.

• Evidence of required Caterpillar Certified Training for all employees performing work must be submitted.

• Past Performance References (up to 3) are required.

• This is a total Small Business set-aside.

• Offerors must complete and return the solicitation document (SF 1449) and the Limitations on Subcontracting Certificate.

• The government reserves the right to exercise options under FAR 52.217-8 and 52.217-9.
