Submission & Evaluation

Eligibility & Compliance
This is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Offerors must be certified and listed in the SBA certification database as an SDVOSB at the time of offer submission and award. All offerors must be registered in SAM.gov. The Service Contract Labor Standards Clause 52.222-41 applies, and offerors must comply with VAAR 852.219-75 regarding limitations on subcontracting (e.g., not paying more than 50% of the contract amount to non-SDVOSB firms for services).
