Quick Summary
The Department of Veterans Affairs (VA) is soliciting proposals for Fire Alarm Service and Upgrade (J063) for the VA New York Harbor Healthcare System at its Brooklyn, Manhattan, and St. Albans campuses. This Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside opportunity requires comprehensive maintenance, repair, and inspection services for fire alarm systems. Proposals are due April 10, 2026, at 3:00 PM ET.
Scope of Work
This requirement covers maintenance, repair, safety inspections, and testing of fire alarm systems, specifically Notifier by Honeywell (ONYX Series) and Edwards EST-3/EST-4. Services include 24/7 continuous monitoring, creation and maintenance of inventory/schematic diagrams, installation and semi-annual testing of VA-provided printers, and a one-time replacement of all fire alarm panel batteries. Labor and parts for repairs (regular, overtime, holiday hours) are also included.
Compliance with NFPA 70, 72, 90, 101, IBC, IFC, UL 268, 864, and ADA standards is mandatory. Technicians must be factory trained and certified for the specific systems, hold NICET Level 1-IV certification, and have NFPA 72 and OSHA 10/30 hour training.
Key clarifications from Amendment 0001:
- Repairs for deficiencies discovered after the initial 10-day window will be covered under Section J. Repairs.
- The fire alarm system in Building 65 at St. Albans CLC is bypassed due to building repairs; inspection/testing is not required while it's out of service but may be required upon restoration.
- Elevator recalls may be performed during normal operating hours.
- Revised Inspection Cycles (Section G.i.):
- Quarterly: Testing of Supervisory Signal Devices (tamper switches, valve supervisory switches) and Impact-Delivered Alarm Devices (pressure switches).
- Semi-Annually: Visual inspection of Control Equipment, testing of Initiating Devices (pull stations, smoke/heat detectors), testing of Notification Appliances (horns, bells), inspection of Power Supplies (batteries), and testing of Test printers.
