Statement of Work (SOW) / Performance Work Statement (PWS)

The U.S. Department of Veterans Affairs (VA) requires a contractor to provide, install, and maintain a functional, standalone, IP address networked, wired Public Address (PA) System for the Fargo VA Medical Center. The system aims to enhance safety and care for veterans by providing clear, targeted alerts and information throughout the facility, functioning as a primary emergency communications system and supporting NFPA Life Safety Code Blue Team Notification.

• Provide a complete, turnkey Public Address System, including all labor, materials, equipment, and expertise.

• Design and install a wired, IP-based PA system with a minimum 1-hour battery backup and power line surge protection.

• The new system must integrate with existing speakers, nurse call/code blue systems, Lynx system, and phone system.

• Ensure system redundancy for network switch failures.

• Deinstall and remove the current PA system.

• Conduct an on-site survey to finalize requirements before installation.

• Provide a system capable of hospital-wide coverage, including all identified areas, buildings, and floors.

• The system must support zoned paging, background music, all-call, priority paging, and pre-automated messaging.

• Replace existing touchscreen panels.

• Provide comprehensive documentation, including "as-built" schematics and network maps.

• Sound distribution: +/- 3 dB for 1/1 octave band centered at 4000 Hz.

• Frequency response: +/- 3 dB with 1/3-octave bands of pink noise.

• Program level: 75 dB average SPL with 10 dB peaking margin.

• Acoustic distortion: Below 5% THD.

• Signal-to-noise ratio: Minimum 50 dB.

• Total harmonic distortion: Maximum 3% at specified frequencies.

• Adherence to industry standards (NEC, NFPA-99, NFPA-72, UL, OSHA, VA regulations, etc.), particularly SECTION 27 51 16, SECTION 27 52 23, and SECTION 26 20 00.

• RMF Accreditation required.

• System must be RMF Accredited.

• Operating systems must remain current with OEM support and patching.

• Installation to be completed within 180 days ARO.

• Location: Fargo VA Medical Center, 2101 N. Elm St., Fargo, ND 58102.

• Work hours: Primarily Monday-Friday, 7:30 am - 4:30 pm, with potential for after-hours work as needed and approved, to minimize disruption.

• Contractor must be fully licensed.

• System must have a simple, basic user interface.

• Provide 24/7/365 phone support.

• System must be capable of expansion for future applications and areas.

• Biomedical Engineering must have control over programming, responsiveness, zoning, and outgoing address settings.

• All Windows, Cisco, and required network licenses supported for a minimum of one year from Go Live.

• Existing system must remain active until the new system passes testing.

• New equipment racks and switches may be added as necessary; racks must be lockable.

• Contractor responsible for all equipment until installed and accepted.

• Off-site storage of equipment and supplies until installation.

• Contractor responsible for cleanup and removal of all debris and packaging.

• Site visit strongly suggested.

• Contracting Officer is the sole authority for contract changes.
