Statement of Work (SOW) / Performance Work Statement (PWS)

The VA Pittsburgh Healthcare System (VAPHS) requires comprehensive security, surveillance, and communications systems maintenance services, including labor, equipment, and travel, across two campus locations.

• Provide a block of 40 service labor hours per week, totaling 2080 hours per year, for scheduled and emergency maintenance.

• Services include troubleshooting and maintaining designated security, surveillance, and electronic systems.

• Limited service hours may be allocated to new system installations and upgrades, at the VA POC's discretion.

• Contractor shall track service hours and dispatch technicians within required response times.

• VAPHS or a separate purchase agreement will provide materials and supplies.

• Avigilon Network Based CCTV System (quarterly maintenance, updates, troubleshooting, data management)

• RS2 Access Control System (troubleshooting, support for critical integrations, upgrades to Generation 3 hardware)

• Emergency Call Stations (Stentofon, AiPhone, Code Blue - servicing all installed technology)

• AiPhone Intercom Systems (servicing all technology, including integration with Access Control)

• Bogen Overhead Paging System (system troubleshooting, repair, parts sourcing, preventive maintenance, component replacement)

• Specific preventive maintenance tasks are detailed for various equipment (Workstations, Intrusion Detection Systems, HUB/Switch/Router, Microcontrollers, Power Supplies, Readers, Life Safety Systems, Door Hardware).

• Contractor shall establish, maintain, and update documentation for all work performed.

• Weekly service reports detailing hours worked, equipment serviced, condition, actions taken, and required additional actions.

• 40 hours per week for 52 weeks per contract year.

• Work locations include H.J. Heinz Progressive Care Center, University Drive Division Medical Center, VA Pittsburgh HERL, PWC Property Solutions, LLC, and Monroeville VA Clinic, all in the Pittsburgh, PA area.

• Scheduled Work Hours: Primarily 7:00 a.m. - 4:00 p.m., Monday-Friday, with potential for services outside normal hours.

• Emergency Work Hours: 24/7/365 emergency contact and dispatch required.

• Security: Public Trust Background Investigation (BI) required for access to data closets/centers/network workstations. VA PIV badges required for all on-site personnel. Strict adherence to VA privacy and information security policies, including training and rules of behavior.

• Safety: Compliance with OSHA, EPA, NFPA, VAPHS safety policies, including PPE, hot work permits, and reporting of hazardous materials (MSDS). Special attention to potential Asbestos and Lead-Based Paint.

• Health: Annual certification for Tuberculosis screening and Seasonal Influenza Vaccination for all contractor employees working at VAPHS facilities.

• System Vulnerability: Immediate response required for suspected information security breaches or malicious code.

Sources Sought / Request for Information

This notice is a Sources Sought/Request for Information (RFI) from the Department of Veterans Affairs (VA) Pittsburgh VAMC. The VA is seeking potential sources for Security Systems Maintenance Services. This is not a solicitation, and the government is not currently requesting bids or proposals, but reserves the right to do so later.
