Performance Work Statement (PWS)

To upgrade the Building 27 Warehouse security system and access controls at the VA Central Iowa Health Care System (VACIHCS).

• Remove and replace existing access control devices with new Hirsch Scrambleprox readers at designated entry points (Doors A, C, D, and E).
• Install five motion detectors for comprehensive motion detection coverage within Warehouse Room 1002 and Corridor C1000.
• Install an automatic door operator with relay control and ADA-accessible push button for interior double doors at Door D.
• Furnish and install Hirsch input and relay boards, associated cabling, conduit, and junction boxes.
• Integrate all new devices into the existing Hirsch access control system.
• Provide labeling, programming, testing, and final documentation compliant with VA security, safety, and IT standards.
• Install rated fire caulking and/or other approved firestopping material at penetration points.
• Provide end-user training to VA warehouse staff on the operation of the upgraded system.

Thirty (30) calendar days from the Notice to Proceed (NTP), including site investigation, procurement, installation, system integration, testing, training, and close-out documentation.

• All work must be performed during normal business hours (8:00 AM - 3:30 PM CST, Monday-Friday), excluding Federal holidays, unless otherwise approved.

• Submit a detailed project schedule within seven (7) calendar days of NTP.

• Provide written notification to the COR at least three (3) calendar days prior to commencing work in the Building 27 Warehouse.

• Designate an OSHA-certified Competent Person for site safety oversight and provide required safety training.

• Maintain professional conduct, keep work areas clean, and properly dispose of waste.

• Coordinate work to avoid interference with existing facility systems (fire suppression, lighting, IT).

• Obtain VA/OIT/ISO approval for any network connections and implement cybersecurity measures.

• Provide a minimum one-year warranty on workmanship and installed equipment.

• Coordinate all work impacting facility security operations with VA Police and the COR at least two (2) calendar days in advance.

• No formal construction laydown space will be provided; Contractor is responsible for their own storage and staging.

• Submit product data, cut sheets, and catalog information for VA approval prior to work commencement.

• Install card readers with proper model, covered box, and full functional integration.

• Install automatic door operator and ADA egress button with fully integrated Hirsch relay output board.

• Install motion detectors with proper placement and alarm reporting to VA Police.

• Install cabling and junction boxes per VA/NECA electrical standards.

• Label all devices, cabling, trays, and panels per VA/NECA standards.

• Submit complete and accurate PDF documentation package.

• Maintain OSHA-compliant safety staffing and work hours.

• Provide required advance notifications.

• Obtain OIT/ISO approval before network connection.

• Maintain clean work area and proper debris disposal.

• Deliver end-user training before acceptance.
