Notice of Intent to Award a Sole Source Procurement

This document is a Notice of Intent (NOI) from the Department of Veterans Affairs, Network Contracting Office 17, to award a firm-fixed-priced contract to Lovell Government Services INC for CONMED Insufflators Equipment Service Maintenance. This procurement is intended to be sole source.

The contractor will provide service maintenance for specific CONMED AIRSEAL IFS insufflator equipment, identified by model and serial numbers. Services are to be performed in accordance with the attached Statement of Work.

This notice is not a request for quotations or proposals. However, interested parties may submit a capability statement, proposal, or quotation within 7 days of this notice's publication. These submissions will be used to determine if a more advantageous comparable source exists. If no affirmative written response is received within the 7-day period, a contract will be issued to Lovell Government Services, INC.

This procurement is being considered for sole source award under statutory authority 41 U.S.C. 3304(a)(1) and FAR 6.103-1, citing only one responsible source and no other services will satisfy agency requirements. Lovell Government Services INC provided an Exclusive Authorized Distributor Letter of Supply from CONMED Corporation.

Statement of Work (SOW)

To provide full-service maintenance and repair for ConMed AirSeal Insufflators located at the Dallas VA Medical Center.

• Provide all required services including repairs, equipment maintenance, hardware and software support, remote support, parts, loaners, shipping, labor, and travel.

• Assume responsibility for the equipment in its present state upon contract award.

• Respond to all inquiries within 2 business days (local time), including onsite repair and phone support.

• Adhere to hospital PPE requirements and check in/out with the biomedical engineering department.

• Submit any mobile media devices for virus scan.

• Provide a service report upon completion of each service call or scheduled maintenance.

• Response time: at most 2 business days during facility's local time.

• Period of Agreement: Base year plus up to 4 option years.

• Base Year: 5/1/2026 - 4/30/2027

• Option Years: 5/1/2027 - 4/30/2031

• Hours of Performance: Monday - Friday, 8:00 AM to 4:00 PM CST (prior approval needed for work outside these hours).

• Place of Performance: Dallas VA Medical Center, 4500 S Lancaster Rd., Dallas, TX 75216.

• Contractor must check in to the biomedical engineering department and obtain a vendor badge before work.

• Contractor must adhere to hospital personal protective equipment (PPE) requirements.

• Contractor must submit any mobile media devices to a virus scan.

• Contractor must check out with the biomedical engineering department, return the vendor badge, and brief staff upon completion of work.

• Service report must include: Date of Service, Description of Service Completed, Model, Serial Number, VA Barcode (EE), List of parts replaced, Contract Number, and Purchase Order Number.

• C&A requirements do not apply, and a Security Accreditation Package is not required.
