Statement of Work (SOW) / Performance Work Statement (PWS)

To provide full-service maintenance and repair for Parata ATP 2 pill packaging units and unit-dose verification systems across five VISN 5 medical centers.

• Scheduled and corrective maintenance for 5 Parata ATP 2 pill packaging units and 3 unit-dose verification systems.

• Services required at Beckley VA Medical Center, Louis A. Johnson VA Medical Center, Martinsburg VA Medical Center, VA Maryland Healthcare System, and Washington DC VA Medical Center.

• Contractor must provide all necessary resources, parts, materials, tools, and labor (including travel).

• Includes software updates and patching as directed by Biomedical Engineering and per manufacturer specifications.

• Preventative maintenance must adhere to manufacturer's recommendations and frequencies.

• Calibration must meet standards for one year or until next required calibration, with a certificate provided.

• Corrective maintenance must follow manufacturer's manuals.

• Remediation for product alerts and recalls is required.

• Response time: within 4 hours for trouble calls, 24 hours for serious malfunctions/downtime, 48 hours for less serious issues (on-site dispatch).

• Uptime guarantee: 98% or better.

• Contractor personnel must report to Biomedical Engineering, sign in/out, and may be subject to tool bag inspection and media scanning.

• Contractor must provide service reports within five working days after completion of services.

• Remote support via telephone (8 AM - 11 PM ET) and potentially VPN is required.

• Period of Performance: March 6, 2026 – March 5, 2031 (Base Year + Four Option Years).

• Locations: Multiple VA Medical Centers within VISN 5 (WV and MD/DC).

• Contractor personnel must have factory training and experience.

• Compliance with OSHA, local infection control procedures, and VA safety/security protocols is mandatory.

• Contractor must prevent and report any damage to Government property.

• Chemical use requires prior notification to the Contracting Officer.

• Strict adherence to VA information and information system security/privacy language, including safeguarding Patient Health Information (PHI), is required. This includes background investigations, data protection, media sanitization, and reporting of security incidents.

• Contractor personnel must wear visible identification and comply with non-smoking policies.

• Parking is the contractor's responsibility.

• Contractor must provide a capability statement addressing qualifications and ability to perform, especially regarding subcontracting limitations for small businesses.
