Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for providing comprehensive medical gas testing, certification, and preventive maintenance & repair services for the Erie VA Medical Center. The primary goal is to ensure all medical gas systems operate as designed and comply with all applicable codes and standards.

• Provide preventive maintenance (PM), inspection, testing, and repair services for medical gas systems.

• Ensure compliance with NFPA 99, NFPA 50, ASSE, NIOSH, ANSI, The Joint Commission, and CGA standards.

• Contractor is responsible for all materials, labor, tools, inspection instruments, and travel.

• Perform general housekeeping in work areas after service completion.

• Update and provide a copy of the device inventory to the Erie VAMC Point of Contact (POC).

• Address specific required repairs identified in previous inspections, including issues with CO Monitors, Vacuum Pumps, Manifolds, Shutoff Valves, and various Outlets/Inlets.

• Provide annual PM/Inspections for a detailed list of source systems and components, including Alarms, Gas Manifolds, Medical Booms, Zone Valves, Oxygen, Medical Vacuum, Medical Air, Nitrous Oxide, Nitrogen, WAGD, and Carbon Dioxide systems.

• Response Times: 8 hours for routine calls, 2 hours for emergency calls (24/7).

• On-Site Repair: Within 4 hours for emergency calls.

• Reporting: Submit inspection reports within 5 business days of inspection. Failed devices must be communicated on the date of inspection. Repair reports are also required.

• Documentation: Provide current certificates of training, licenses, and permits for all employees 7 business days prior to work commencement. Submit Safety Data Sheets (SDS) for hazardous materials prior to contract commencement.

• Contract awarded for a Base year plus four (4) Option Years.

• Location: Erie VA Medical Center, 135 East 38TH Street, Erie, PA 16504.

• Staffing Certifications: ASSE 6010 installer certified, ASSE 6040 Maintenance Personnel certified. Supervisor must be OSHA 30 trained and ASSE 6020 certified.

• Security: Contractors must check in with VAMC Police and Security for visitor badges, which must be worn at all times. No access to VA network or sensitive information.

• Privacy Training: Annual completion of VA Privacy Training is required.

• Safety: Adhere to OSHA, EPA, NFPA Life Safety Codes, and VAMC safety policies. Provide and maintain all required Personal Protective Equipment (PPE) and safety programs (e.g., lockout/tag out, confined space entry).

• Uniforms: Employees must wear distinctive uniforms with the contractor's name clearly displayed.

• Work Hours: Primarily during regular administrative hours (8:00 AM - 4:00 PM), with non-administrative hours for shutdowns as authorized.

• Invoicing: Monthly electronic submission to Tungsten network, detailed by system, building, and frequency.

Sources Sought / Request for Information (RFI)

This notice is a Sources Sought/RFI for Medical Gas Services at the VA Medical Center in Erie, PA. The Department of Veterans Affairs, Network Contracting Office 4, is seeking capable and responsible sources to gather market research for developing an acquisition strategy, potentially including socio-economic set-asides. This is not a solicitation.

The primary service required is Medical Gas Services, as detailed in the attached Statement of Work (SOW).

The government anticipates awarding a Fixed Price Base Contract with Option Years.

• Interested parties should submit a brief statement of interest and capabilities via email.

• If holding a GSA Federal Supply Schedule contract within scope, please identify the contract number.
