Panasonic PHC Corporation of North America is the manufacturer of the ATP2 System. However, Parata Packaging software is proprietary for the Parata Systems that interface and run the device.
The contractor shall provide all labor, travel expenses, tools, equipment inspection,
personnel service/maintenance (software technicians must be OEM trained, telephone
support, and parts required for the maintenance and services of this equipment. The
contractor must be an authorized distributor/reseller for Panasonic and Parata to provide
maintenance, service and software for the government requirement. The North American Industry Classification (NAICS) code for this acquisition is 811210, Electronic and Precision Equipment Repair and Maintenance. Size standard $34 Million.
This procurement is being conducted under Revolutionary FAR Overhaul (RFO) Federal
Acquisition Regulation (FAR) Parts 12.102(a) Restricting Competition and FAR 5.001 Notice of Proposed Contract Action. This notice is not a request for quotes, but rather a notice of intent to sole source.
The anticipated award date is 01 March 2026. The Government intends to award a Firm-Fixed-Price contract.
Please note that this is not a request for competitive quotes and is being posted for informational purposes only. The Government does not anticipate receiving responses to this notice. However, interested parties who disagree with this action may submit a letter of interest that demonstrates your firm s technical expertise, original equipment manufacturer (OEM) authorization letter and personnel OEM training/certifications to perform services. Interested vendors shall communicate how its software upgrades and associated equipment are compatible with Parata Packaging (model ATP Series 128) software and can support the Parata Packaging equipment. The Government reserves the right to verify any request for additional documentation submitted.
Based on market research, it has been determined that Parata Systems is the only vendor capable of providing the required maintenance, service, and software for critical Parata Packaging Equipment.
Interested parties shall identify their interests, provide OEM authorization letter from Parata Systems and Panasonic PHC Corporation of North America, personnel certifications/training as mentioned in Section V of this document, and demonstrate that their capabilities meet the government's requirements. They must respond to this notice within fifteen (15) calendar days of the original/previous publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.

Late responses may not be accepted. No telephone inquiries will be accepted, nor will phone calls be returned. Only emailed responses will be considered. Information received will be utilized solely for determining whether to conduct competitive procurement. A determination not to compete with this proposed acquisition based upon response to this notice is at the sole discretion of the Government.
