This is a Notice of Intent to Award a Sole Source Blanket Purchase Agreement (BPA) for full-service preventative maintenance and repairs on government-owned GE anesthesia machines and associated accessories. The services are required for VISN 4 facilities in Erie, Altoona, and Pittsburgh VA Healthcare Systems.

• Contract Type: Blanket Purchase Agreement (BPA)

• Period of Performance: August 1, 2026, through July 31, 2031 (5 years)

• Vendor: Datex-Ohmeda, Inc., dba GE Healthcare

• This notice is NOT a request for competitive quotes.

• However, responsible firms believing they can meet the requirements may submit written notification and capability statements prior to the response due date.

• Vendors must indicate if they are the direct supplier of the items.

• Supporting evidence must demonstrate the ability to fulfill requirements, including relevant corporate experience, applicable contract numbers, total contract dollar amounts, contract periods of performance, details of relevant services, and customer points of contact.

• Responses must include: Company Name, SAM number, Company’s address, Point of Contact information (title, phone number, email address), and Business size.

• Responses will be evaluated, but the government reserves the sole discretion not to compete.

• Responses are due by Tuesday, March 17, 2026, at 3 PM EST.

Performance Work Statement (PWS)

To provide full-service maintenance, including preventative maintenance and repairs, for Government-owned GE anesthesia machines and associated accessories across three Veterans Affairs Medical Centers (VAMCs) within VISN 04.

• Services: Full preventative maintenance (PM) and repair services for approximately thirty-six (36) GE anesthesia machines.

• Locations: Altoona VAMC, Erie VAMC, and Pittsburgh VAMC.

• Preventive Maintenance: Includes reviewing diagnostics, calibrating, cleaning, replacing worn/defective parts, repairing/replacing specific vaporizers, and installing/maintaining software updates. PMs are scheduled according to OEM specifications and coordinated with facility Biomedical Engineering.

• Repairs: Includes unscheduled remedial services and emergency repairs. Contractor must acknowledge service calls within 4 hours and arrive on-site within 24 hours for remedial services, and within 6 hours for emergency services.

• Parts: Contractor must furnish all necessary parts, which must be new GE parts compatible with existing equipment. Re-built or backward-engineered parts are not permitted.

• Technical Support: 24/7 telephone support is required.

• Response Time: 4-hour acknowledgment for service calls, 24-hour on-site arrival for remedial repairs, 6-hour on-site arrival for emergency repairs.

• Documentation: Individual service reports detailing service performed, equipment details, labor hours, parts used, and a certificate of safety are required. Reports must be signed by a Biomedical Engineering representative.

• Period of Performance: August 1, 2026 – July 31, 2031.

• Place of Performance: Altoona VAMC, Erie VAMC, and Pittsburgh VAMC.

• Contractor Qualifications: Personnel must be trained and certified by the GE OEM. Proof of training and certification is required.

• Security: Compliance with VA facility access, identification, and security procedures is mandatory. Contractor personnel must complete VA Cyber Security Awareness and Privacy training.

• Reporting: Contractor personnel must report to the Biomedical Engineering office before performing services.

• Government Furnished Property: None.

• Utilities: Contractor may use available utilities (gas, electricity, water).

• Inventory: The equipment inventory is subject to change and will be updated in Attachment 2.
