Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing full-service maintenance, including preventative maintenance and repairs, for GE anesthesia machines and associated accessories owned by the government across three Veterans Affairs (VA) facilities within VISN 04.

• Services: Full preventative maintenance (PM) and repair services for approximately thirty-six (36) GE anesthesia machines.

• Locations: Altoona VAMC, Erie VAMC, and Pittsburgh VAMC (University Drive Campus and/or H. J. Heinz Campus).

• Equipment: Specific GE anesthesia machine models are listed in Attachment 2. The inventory may be updated.

• Preventive Maintenance: Includes reviewing diagnostics, calibrating, cleaning, replacing worn/defective parts, repairing/replacing specific vaporizers, and installing software updates. PMs are scheduled according to OEM specifications and coordinated with facility Biomedical Engineering.

• Repairs: Includes unscheduled remedial and emergency repairs. Contractor must acknowledge service calls within 4 hours and arrive on-site within 24 hours for inspection.

• Parts: Contractor must furnish all necessary parts, which must be new GE parts compatible with existing equipment. Re-built or backward-engineered parts are prohibited.

• Technical Support: 24/7 telephone support is required.

• Response Time: Acknowledge service calls within 4 hours; arrive on-site within 24 hours for inspection.

• Emergency Response: Respond to emergency calls within 6 hours.

• Documentation: Provide individual service reports detailing service performed, including date, problem summary, action taken, equipment details, labor hours, parts, expenses, PO number, and a certificate of safety. Reports must be signed by Biomedical Engineering.

• Period of Performance: August 1, 2026 – July 31, 2031.

• Place of Performance: Altoona VAMC, Erie VAMC, and Pittsburgh VAMC.

• Contractor Qualifications: Personnel must be GE OEM trained and certified. Background checks and adherence to VA policies (access, parking, smoking, infection control) are mandatory.

• Training: Contractor personnel must complete VA Cyber Security Awareness, Rules of Behavior, and Privacy training.

• Security: Safeguard government equipment and information. Contractor-owned equipment is not permitted on the VA network. Cross-cut shredders are required for sensitive information.

• Government Furnished Property: None.

• Agreement Type: Blanket Purchase Agreement (BPA).

• The government may add or remove facilities or equipment from the inventory.

• All services are to be performed during normal working hours (Monday-Friday, 8:00 a.m. - 4:30 p.m.) unless authorized otherwise.

• Invoices are submitted monthly in arrears.

• The Contracting Officer (CO) is the only authorized person to approve changes to the BPA.

Solicitation / RFP / RFQ

This is a Notice of Intent to Award a Sole Source Blanket Purchase Agreement (BPA) to GE Healthcare for full-service preventative maintenance and repairs on government-owned GE anesthesia machines and associated accessories. The services will cover VISN 4 facilities in Erie, Altoona, and Pittsburgh VA Healthcare Systems.

• Full-service preventative maintenance for GE anesthesia machines and accessories.

• Repairs for GE anesthesia machines and accessories.

• Contract Type: Blanket Purchase Agreement (BPA)

• Period of Performance: August 1, 2026, through July 31, 2031 (5 years)

• Sole Source Award anticipated to GE Healthcare.

• This notice is NOT a request for competitive quotes.

• However, responsible firms believing they can meet the requirements may submit written notification and capability statements.

• Supporting evidence must demonstrate the ability to fulfill requirements, including corporate experience, relevant contract details (number, dollar amount, period of performance), services details, and customer points of contact.

• Vendors must indicate if they are the direct supplier.

• Responses are due by Thursday, March 12, 2026, at 3 PM EST.

• The government reserves the sole discretion to determine whether to compete the procurement based on responses.
