Intent to Sole Source Notice

This document is an Intent to Sole Source Notice for commercial items, prepared in accordance with FAR Subpart 5.2. The Department of Veterans Affairs, Network Contracting Office (NCO) 21, intends to issue a sole-source contract to Siemens Medical Solutions USA, Inc. for consolidated preventive and corrective full-service maintenance on specific imaging and scanning systems. The government believes Siemens is the only responsible source capable of providing these services with certified OEM parts.

The services required include Annual Preventative and Corrective Maintenance Service Agreements for the following equipment located at the VA Northern California Health Care System (Mather, CA and Martinez, CA):

• Two (2) Siemens Symbia T2 SCANNING SYSTEMS: CT/SPECT
• Two (2) Siemens Symbia T6 SCANNING SYSTEMS: CT/SPECT
• One (1) Siemens Biograph mCT-S 64 Flow SCANNING SYSTEMS: CT/PET
• One (1) Siemens Artis zee Multipurpose R/F SYSTEMS: CARDIOVASCULAR
• One (1) Siemens Somatom Force SCANNING SYSTEMS: CT

Preventative Maintenance is required for all listed equipment. Corrective Maintenance is required for the CT/SPECT, CT/PET, Cardiovascular, and CT systems. The period of performance is one base year, from February 1, 2026, to January 31, 2027.

• Preventative Maintenance (PM): Includes PM required parts, system verification, alignment, and adjustments.

• Corrective Maintenance: Includes parts and labor for unscheduled service, with specific exclusions (e.g., X-ray tubes for certain CT/SPECT systems).

• Modifications: For safety or reliability.

• Emergency Support: 24/7 telephone consultation.

• Response Time: On-site response within 4 hours, phone response within 30 minutes.
