This is a Notice of Intent to Sole Source for Zeiss License Software Subscription Support and Equipment PM&R. The Department of Veterans Affairs, Network Contracting Office (NCO) 22, intends to award a firm-fixed-price contract using simplified procedures for certain commercial items (FAR 13.5) and the sole source authority (FAR 6.302-2).

• Zeiss License Software Subscription Support.

• Equipment Preventive Maintenance and Repair (PM&R).

• A Service Contract to provide a blog containing PTSD, written and graphic communication skills, and Veteran advocacy to support CESAMH research dissemination.

• Must have experience in research involving Veterans with PTSD and Veteran Affairs communication requirements.

• Contract Type: Firm-fixed-price.

• Authority: FAR 6.302-2 (Only One Source) in conjunction with FAR 13.5 (Simplified Procedures for Certain Commercial Items).

• This notice is NOT a request for competitive quotations.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide license software subscription maintenance and support, applicable software updates, and planned maintenance, plus intervening service calls for specific Carl Zeiss equipment.

• Provide all labor, supervision, materials, parts, and transportation for maintenance and repair of Carl Zeiss equipment.

• Offer corrective maintenance and at least one on-site planned maintenance per contract period.

• Provide a service hotline, performance updates, spare parts, and technical phone/chat & remote support.

• Planned maintenance to be scheduled by the Contracting Officer Representative (COR).

• Hardware parts and applicable software updates are included.

• Telephone support available 24/7/365.

• On-site service calls with a response time of 5 business days.

• Provide electronic field service reports within 7 calendar days of maintenance.

• Includes all necessary intervening service calls to repair instruments, as directed by the COR.

• On-site services normally performed during normal working hours (8:00 AM – 5:00 PM, Monday – Friday), unless a separate, pre-authorized Purchase Order is obtained.

• Vendor is not required to provide service on specified National holidays.

• Invoices must be itemized and submitted electronically.

• Replaced parts meeting or exceeding OEM specifications are required. Disposal of replaced parts, especially hard drives, must follow specific procedures.

• Sensitive data storage on removed equipment requires involvement of the Facility Information Security Officer.

The Department of Veterans Affairs (VA) Phoenix VA Health Care System is seeking information on potential qualified Small Businesses capable of providing Preventative Maintenance and Repair (PM&R) services for ZEISS PRODUCTS & EQUIPMENT at the San Diego VA Medical Center. The goal is to inform acquisition decisions.

• Preventative maintenance inspections and intervening service calls for specific Carl Zeiss equipment (PENTERO 900, OPMI PICO, ARTEVO 800, HFA3 860).

• Services include license software subscription maintenance and support, applicable software updates, planned maintenance, and intervening service calls.

• Requires corrective maintenance, at least one on-site planned maintenance per year, service hotline, performance updates, spare parts, and technical phone/chat/remote support.

• Planned maintenance includes cleaning, software diagnostics, calibration, lubrication, testing/replacement of faulty parts, and inspection/replacement of wiring and mechanical components.

• Vendor must provide all labor, supervision, materials, parts, and transportation.

• On-site service calls require a response time of 5 business days.

• Telephone support must be available 24/7.
