Quick Summary
The Department of Veterans Affairs (VA), Network Contracting Office 17 (NCO 17), intends to award a sole source Firm-Fixed-Price (FFP) contract to Radiometer America, Inc. for preventive maintenance (PM) and repair services for ABL90 FLEX Blood Gas Analyzers at the Central Texas Veterans' Health Care System (CTVHCS). This is an Open Market opportunity. Firms capable of providing these services must submit a capability statement by June 18, 2026, at 4:00 PM CDT.
Opportunity Details
- Agency: Department of Veterans Affairs, NCO 17 | Lab Services Support (LSS)
- Title: J066--NEW | CTX ABL Service
- Notice Type: Special Notice (Notice of Intent to Award a Sole Source Contract)
- NAICS Code: 811210 Electronic and Precision Equipment Repair and Maintenance
- Set-Aside: None (Open Market)
- Contract Type: Firm-Fixed-Price (FFP)
- Period of Performance: July 1, 2026 – June 30, 2028
Scope of Work
The VA requires full-service PM and repair coverage for three (3) government-owned ABL90 FLEX Blood Gas Analyzers. The contractor shall provide all parts, labor, and technical support to maintain full operational readiness. This includes 24/7 telephone technical support, response within 48 hours for routine service calls, and on-site emergency response within two (2) business days when patient safety is at risk. All services must be performed by OEM-trained and certified field service engineers (FSEs).
Sole Source Justification
The VA determined that only Radiometer America, Inc. can fulfill this requirement without compromising the integrity and warranty of the ABL90 FLEX analyzers, citing FAR 6.302-1. Radiometer America, Inc. is the exclusive authorized distributor and service provider for Radiometer products in the U.S. The use of non-Radiometer parts or service personnel voids warranty coverage, endangers patient safety, and compromises regulatory compliance. Market research confirmed no other vendor possesses the necessary OEM authorization or proprietary access.
Response Instructions
Any firm believing it can provide these services and meet all requirements may submit a written capability statement to the Contracting Officer by June 18, 2026, 4:00 PM CDT. Capability statements must address:
- Proof of OEM authorization to service Radiometer ABL90 FLEX Blood Gas Analyzers.
- OEM training certificates for all FSEs.
- Evidence of direct access to OEM-approved replacement parts.
- Two references from comparable VA or federal agency service contracts (past 5 years).
- Description of service response procedures and access to online field service report repository.
This is a Notice of Intent, not a solicitation. Capability statements are not offers and the government is not responsible for response costs.
