Quick Summary
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 17, intends to award a firm-fixed-price contract on a sole source basis to Roche Diagnostics Corporation. This contract is for preventative maintenance and service support for a Government-owned Roche Cobas 5800 System used for PCR testing at the South Texas Veterans Health Care System (STVHCS) in San Antonio, Texas. This notice is an intent to award, not a request for competitive quotations. However, other responsible sources may submit capability statements.
Scope of Work
The contractor shall provide comprehensive commercial maintenance, repair, and technical support services for the Roche Cobas 5800 instrumentation. Key services include:
- Onsite service support from a Certified Roche Diagnostics Field Service Engineer (FSE).
- Unlimited service Monday-Friday, 8:00 a.m. to 5:00 p.m. local time (excluding Federal holidays).
- Priority response for repair service requests within 24 hours.

- Response for emergency repairs within 24 hours of request, Monday-Friday local time.
- System repair at the customer site.
Contract & Timeline
- Contract Type: Firm-Fixed-Price
- Period of Performance: Base year plus four (4) option years.
- Response Due: April 10, 2026, at 2:00 PM Central Standard Time (CST).
- Published: April 1, 2026
Set-Aside & Justification
This acquisition is intended as a sole source award to Roche Diagnostics Corporation. The VA justifies this due to Roche Diagnostics being the Original Equipment Manufacturer (OEM) and the only source with proprietary technical data, diagnostic software, firmware, calibration procedures, and OEM-certified parts necessary for full maintenance and repair. Market research indicates that only Roche can provide OEM-certified support without risking instrument performance, warranty, or patient test result reliability. Competition is deemed not practicable.
Submission Requirements
While this is not a request for competitive quotations, any responsible source believing it can meet this requirement and provide OEM-equivalent services may submit a capability statement. Statements must include:
- Evidence of authorization from Roche Diagnostics Corporation (or demonstration of full OEM-equivalent rights, access to proprietary software/parts, and technical data).
- Technical capability to perform all services identified in the Statement of Work, including response times.
- Business size status and applicable NAICS code (811210).
Additional Notes
All services will be performed at the VA Audie L. Murphy Memorial Veterans Hospital, San Antonio, Texas. The contractor will not have access to VA desktop computers or systems except as supervised for service work, and no VA data shall be removed from VA custody.
