Statement of Work (SOW)

To provide and facilitate all parts, labor, expenses, expertise, annual preventative maintenance, replacements, repairs, peripherals, and services for specific Qiagen EZ1 Advanced XL Nucleic Acid Processor and Analyzer and QIAcube Connect MDx units.

• Vendor shall provide annual preventative maintenance (PM) on-site.

• Vendor shall provide necessary parts and manpower for maintenance and repair.

• Vendor shall respond to service calls within 48 hours.

• Vendor shall provide a Field Service Report within fifteen (15) working days of completed labor.

• PM will be performed according to manufacturer's specifications with documented procedures.

• Work to be completed upon a coordinated schedule with Biomedical Engineering.

• Service is for equipment located at the Iowa City VA Health Care System.

• Contractor must contact Biomedical Engineering prior to performing service.

• A documentation package acceptable for Joint Commission purposes must be maintained and available.

• Equipment may be added or deleted from the service contract via written amendment.

• Contractor personnel must adhere to all VA Health Care System requirements and regulations while on VA property.

• Contractor personnel must wear visible identification at all times.

• Contractor is responsible for obtaining and managing parking.

• Possession of weapons is prohibited.

• Contractor must take precautions to protect persons and property.

• Contractor must comply with all applicable records management laws and regulations, including those related to Federal records, NARA policies, the Privacy Act, and FOIA.

• Contractor shall not create or maintain unauthorized records containing non-public VA information.

• Contractor shall not retain, use, sell, or disseminate copies of deliverables containing protected information.

• Iowa City VA HCS owns rights to all data and records produced under the contract.

• Contractor is responsible for confirming required training completion.

• Contractor must incorporate these requirements into all subcontracts and obtain written acknowledgment.

Notice of Intent / Solicitation

This document is a Notice of Intent (NOI) to award a sole source, firm-fixed-price contract for Nucleic Acid Processor & Analyzer Maintenance Services for the Iowa City VA Healthcare System. The government intends to award this contract to Qiagen, LLC.

Market research indicates that Qiagen, LLC is the only company capable of maintaining and supporting Qiagen Instrumentation. Qiagen Service Engineers are the only ones certified by Qiagen to perform repairs, qualifications, calibrations, upgrades, maintenance, and moves. Any work performed by non-Qiagen entities will void warranties and service agreements. Qiagen exclusively manufactures, calibrates, certifies, and stocks all necessary parts for their instrumentation.

This is not a request for competitive quotes. However, interested vendors may identify their interest and capability to satisfy the requirement. This includes providing documentation from Qiagen, LLC demonstrating authorization to provide these services (e.g., as an authorized reseller or dealer).

Submitted documentation will be reviewed to determine if the procurement should be conducted competitively. The government reserves the right to make a sole source award based on this notice.
