Sources Sought Announcement

This is a Sources Sought Announcement, not a solicitation or request for quotes/proposals. Its purpose is to assist the government in determining the type of procurement process for services related to the maintenance and repair of kitchen equipment. The government is not obligated to pay for any response costs and this notice does not commit the government to issuing a solicitation or awarding a contract.

• Maintenance and Repair: Perform all maintenance and repair work for approximately 224 pieces of kitchen equipment located at the Palo Alto, Menlo Park, and Livermore Divisions within the VA Palo Alto Health Care System (VAPAHCS).

• Scope: Provide labor, materials, tools, equipment, specialty services, and supervision for quarterly and monthly inspection, maintenance, and repair of commercial kitchen and canteen equipment.

• Inspections: Conduct quarterly and monthly safety inspections and repair deficiencies or remove equipment from service if necessary. Notify COR/designee and Canteen/Dietetics Kitchen Service Manager if equipment is removed from service.

• Reporting: Provide written reports after repairs (monthly or as approved by COR), including equipment location, status, and any "out of service" information. Standard service invoices on company letterhead are acceptable.

• Emergency Call Backs: Respond to emergency call backs and make repairs on-site within 24 hours of notification.

• Certifications: Personnel should be trained and certified; CFESA certification is preferred.

• Experience: At least 5 years of satisfactory experience providing kitchen equipment maintenance and repair services for at least two other VA facilities or large hospital systems with similar equipment inventory complexity.

• Specific Equipment Experience: Documented experience working on retherm units, conveyorized dishwashers, and refrigeration units for at least 5 years.

• Quality Control: Establish and maintain a Quality Control Program (QCP) including an inspection plan and on-site records of inspections/repairs.

• Due Date: June 8, 2026, by 1:00 p.m. Pacific Time.

• Required Information: Company Name, Address, POCs, Socio-Economic status (related to NAICS 811412), summary of services/experience, UEI Number, VA/GSA contract numbers (if applicable), Sub-Contracting Intentions, and additional comments.

• This requirement has been determined to be set aside for Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) acquisition. Only SDVOSB or VOSB concerns registered and verified in the SBA database will be eligible for award if a solicitation is issued as a set-aside.

• See Attachment #1 for the Equipment List.

• Utilities will be made reasonably available by the Government.

• Furnish Material Safety Data Sheets (MSDS) and trade names of chemicals prior to initial application.
