Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ 36C25926Q0514) for Kitchen Hood Cleaning Services for the Sheridan VA Health Care System. The government intends to award a firm-fixed-price contract for base year plus four option years. This announcement is the only solicitation, and a separate written solicitation will not be issued.

• Provision of Kitchen Hood Cleaning Services for the Sheridan VA Health Care System.

• The Government will award to the responsible offeror whose quote is most advantageous, considering price and other factors. The evaluation will prioritize the lowest-priced quote that is reasonable and meets all requirements. Award may be made solely on initial quotes received. Discussions are not anticipated but may be held if deemed in the Government's interest.

• All or Nothing Basis: Any award made will be on an all-or-nothing basis.

• Set-Aside: SDVOSBC (Service-Disabled Veteran Owned Small Business) total set-aside.

• Services Contract: Offeror certifies that no more than 50% of the contract amount will be paid to firms that are not VIP-listed SDVOSBs or VOSBs. Other direct costs may be excluded under specific conditions.
• General Construction Contract: Offeror certifies that no more than 85% of the contract amount will be paid to firms that are not VIP-listed SDVOSBs or VOSBs. Costs of materials are excluded.

Performance Work Statement (PWS)

To procure non-personnel services for the cleaning of exhaust hoods at the Sheridan Veterans Affairs (VA) Health Care System, specifically in the Veterans Canteen Service (Building 86) and the Main VA Kitchen (Building 7).

• Cleaning of exhaust hood ducting and components to remove grease and contaminants.

• Cleaning and washing of associated exhaust hood filters.

• Containment of dust and mess during cleaning to meet infection control requirements.

• General cleaning of work areas post-task to restore cleanliness.

• Application of a sticker with the date cleaned and technician initials on each serviced exhaust hood.

• Adherence to NFPA 96 standards, VA Directives, and all applicable regulations.

• Cleaning services for five (5) exhaust hood systems are scheduled as follows:

  • Building 86 Canteen main kitchen (1 hood): Twice per year (June, December).
  • Building 86 Canteen serving line (1 hood): Twice per year (June, December).
  • Building 7 main kitchen (2 hoods): Twice per year (June, December).
  • Building 7 serving line (1 hood): Once per year (December).

• Electronic PDF reports required within two weeks after each service, detailing date, services, findings, and technician information.

• Base Year plus four (4) option years.

• Location: Sheridan VA Medical Center, 1898 Fort Road, Sheridan, WY 82801.

• Contractor must provide all personnel, labor, equipment, supplies, and services.

• Contractors must obtain temporary badges from the Engineering Office upon arrival.

• Work hours are scheduled Monday-Friday, with specific start and end times for each building to avoid disruption to VA operations.

• A Quality Control (QC) program must be developed and maintained, with a written QC plan submitted within 30 days of award.

• Government will evaluate performance based on a Quality Assurance Surveillance Plan (QASP).
