This solicitation is for Fuel Oil Polishing and Biocide Treatment Services for the Coatesville VA Medical Center. The contract will be for a five (5)-year period with options.

• Annual filtering, polishing, and biocide treatment of all fuel oil at the Coatesville VA Medical Center.

• Cleaning and treatment of Above Ground Storage Tanks (AST) and Underground Heating Oil Storage Tanks (UST) once annually.

• Removal of water bottom, sediment, gums, microbes, and oxidized fuel.

• Addition of biocide to all cleaned tanks.

• Adherence to NFPA 110 7.9.1.3 and TJC EC.02.05.07 EP 8.

• Compliance with Standard Specification for Diesel Fuel Oils ASTM-D975.

• Contractor must provide written reports on fuel condition (graded by ASTM D-975) and water content before and after service for each tank.

• Renewal of heating oil/fuel oil/diesel fuel to a minimum value of A-3 per ASTM D-975.

• Contractor must cover or protect storm water inlets, manholes, and other potential groundwater contamination sources.

• Contractor must provide spill control materials and constant monitoring.

• Contractor must record and report on the condition of tank caps, gaskets, fittings, and vents.

• Services to be performed between 08:00-16:00 ET, Monday through Friday, excluding federal holidays.

• Contractor is responsible for safe and legal transport and disposal of all necessary items and waste.

• Contractor must provide a safety barrier around the work area.

• Contractor must supply all necessary materials.

• Contractor must adhere to OSHA and CVAMC safety regulations.
