The Department of Defense, specifically USSOCOM Joint Staff Intelligence (J2) Integrated Survey Program (ISP), is seeking autonomous solutions to enhance its survey capabilities. This Special Notice announces an Assessment Event (AE) to identify new tactics, techniques, and procedures (TTPs) that can reduce the cost and manpower required for data collection, processing, dissemination, and exploitation. Solutions are sought from Industry, Academia, and National Labs. Submissions are due by June 22, 2026.
Purpose & Background
The ISP conducts in-depth surveys of facilities globally, capturing detailed schematics, landing zones, and crisis response routes. Currently, these surveys involve a team of approximately six personnel deployed for 2-4 weeks, followed by roughly six weeks of processing, exploitation, and dissemination (PED). The objective is to significantly shorten deployment times and reduce personnel requirements through automation.
Objective & Desired Capabilities
USSOCOM J2 ISP is looking for automated solutions with the following characteristics:
- Ability to map/sketch building interiors/exteriors without existing data.
- Artificial Intelligence or AutoCAD tools to modify architectural blueprints and reduce layers.
- Quick methods to photograph and label every room and exterior space.
- AI capable of recognizing, categorizing, and documenting building operations and control systems.
- Automated turn-by-turn directions between two points.
Event Timeline
- Phase 1 (Complete): Collaboration Event (CE) on March 31, 2026.
- Phase 2: Submissions to the Assessment Event (AE) open from May 26 to June 22, 2026 (NLT 11:59 PM ET).
- Phase 2a: Virtual Q&A Telecon on June 02, 2026 (2:00-3:00 PM ET).
- Phase 3: Downselect of submissions from June 23 to July 07, 2026.
- Phase 4: Assessment Event (AE) from July 28 to July 30, 2026, held in-person at SOFWERX in Tampa, FL. Selected participants will present their solutions to USSOCOM evaluation panels.
Path Forward & Potential Awards
Favorable evaluations may lead to various agreement types, including:
- Business-to-business R&D agreements via SOFWERX Partnership Intermediary Agreement (PIA).
- Other Transaction Authority (OTA) for research or prototype projects (10 U.S. Code Sections 4021, 4022), potentially leading to follow-on production without additional competition.
- Procurement for experimental purposes (10 U.S. Code Section 4023).
- Cooperative Research and Development Agreements (CRADA).
- Prizes for advanced technology achievements.
- FAR-based procurement contracts.
Awardees may need to comply with NIST SP 800-171 for Controlled Unclassified Information (CUI).
