Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing Operational Contract Support Integration Cell (OCSIC) support to Combined Special Operations Joint Task Force-Central (CSOJTF-C) J7 Operations. The goal is to assist with logistical operations for Special Operations Forces (SOF) across various named operations and activities within the CENTCOM Area of Responsibility (AOR), including Kuwait, Iraq, Syria, Jordan, and Lebanon. The primary OCSIC physical presence will be at Ali Al Salem Air Base, Kuwait.

• Provide skilled personnel and supervision to support OCS planning, advice, administration, coordination, and maintenance of OCS information.

• Personnel will interface with mid- to senior-level personnel from Central Command, CSOJTF-Central, and SOCCENT.

• The contractor shall provide three (3) Full-Time Equivalent (FTE) personnel.

• Personnel must meet or exceed standards defined in Attachment 1.

• Effectiveness metrics include: Boots on Ground within 30 days of planned departure, 100% fills executed within performance standards for planned and unplanned departures, and 100% of Contract Data Requirements List (CDRL) deliveries completed on time/early.

• Monthly status reports to the KO and COR are required, including cost data, labor hours, materials, transportation, ODCs, and travel.

• Twice-weekly Personnel Status Reports (PERSTAT) are required.

• Base Period: 12 months, estimated from March 30, 2026, through March 29, 2027.

• Option Year 1: March 30, 2027, through March 29, 2028.

• Option Year 2: March 30, 2028, through March 29, 2029.

• Primary location: Ali Al Salem Air Base, Kuwait. Other OCONUS locations may be required.

• Personnel must be US Citizens and maintain a SECRET security clearance.

• Personnel must be flexible and able to relocate/travel within 24 hours' notice.

• A valid driver's license is required.

• Contractors may be required to provide leased or rented vehicles.

• Personnel must possess necessary passports, visas, and entry permits.

• Security requirements are defined in DD254, with contractors cleared at the "Secret" level.

• Contractors may require access to NIPRNET/SIPRNET computer systems.

• Government-furnished property/equipment will be provided, including office furniture, computers, and supplies.

• OCONUS work weeks consist of 72 hours per week, with core hours from 0800 to 2000, Monday-Saturday.

• Travel may be required to OEF regions and other Levant region activities.

• Personnel must have or be able to obtain a DAWIA Level II certification in contracting or equivalent.
