Quick Summary

This document is a Justification and Approval (J&A) for a sole-source modification to increase the capacity of an existing Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Architect-Engineer (A-E) Services for various waterfront and other projects under the cognizance of NAVFAC Hawaii. The action seeks to increase the contract's maximum not-to-exceed (NTE) value by $84,000,000, raising it from $180,000,000 to $264,000,000. The current contractor is Moffatt & Nichol - Burns & McDonnell Hawaii (MN-BM HI), a Joint Venture.

Scope of Work

The IDIQ contract covers a broad range of design and engineering services, including but not limited to:

  • Military Construction (MILCON) project documentation (DD Form 1391)
  • Functional Analysis and Concept Development workshops/Design Charrettes
  • Design-Build Request for Proposal (RFP) solicitation documents
  • Design-Bid-Build (DBB) Design contract documents
  • SPECSINTACT program and MII cost estimates
  • Technical surveys and reports (e.g., site investigations, geotechnical, hazardous material, hydrographic)
  • Collateral Equipment Buy Packages
  • Comprehensive Interior Design
  • Post Construction Award Services (PCAS)

Contract Details

  • Original Award Date: 25 September 2020
  • Current Contractor: Moffatt & Nichol - Burns & McDonnell Hawaii (MN-BM HI), JV
  • Original NTE Value: $180,000,000
  • New NTE Value: $264,000,000 (after $84M increase)
  • Current Obligated Amount: $99,856,905
  • Expiration Date: Extended to 24 March 2026 (from 24 September 2025)

Justification & Set-Aside

This action is approved for other than full and open competition under statutory authority 10 U.S.C. § 3204(a)(1) and FAR 6.302-1 (Only One Responsible Source). This is not a solicitation for new offers. The rationale for continuing with MN-BM HI is based on their specialized knowledge, experience, and the potential for substantial duplication of costs and unacceptable delays if a new competitive contract were pursued for these specific requirements.

Future Competition

NAVFAC Hawaii anticipates soliciting a new A-E IDIQ for Waterfront Projects on a full and open competition basis, with an award projected for the second quarter of Fiscal Year 2026.
