Justification & Set-Aside
This action is approved for other than full and open competition under statutory authority 10 U.S.C. § 3204(a)(1) and FAR 6.302-1 (Only One Responsible Source). This is not a solicitation for new offers. The rationale for continuing with MN-BM HI is based on their specialized knowledge, experience, and the potential for substantial duplication of costs and unacceptable delays if a new competitive contract were pursued for these specific requirements.
Future Competition
NAVFAC Hawaii anticipates soliciting a new A-E IDIQ for Waterfront Projects on a full and open competition basis, with an award projected for the second quarter of Fiscal Year 2026.
