Purpose & Scope
DLA Disposition Services requires timely and effective calibration, preventive maintenance (PM), and repair services for essential scale equipment at its Jacksonville, FL field site. This supports the DLA's mission of managing the DoD Surplus Property Program. The services include annual PM and calibration, as well as remedial service calls and repairs for a Fairbanks truck scale, Avery indicator, Epson printer, and Rice Lake scoreboards. All work must adhere to Original Equipment Manufacturer (OEM) manuals and safety regulations, including Lock Out/Tag Out procedures. The contractor is responsible for providing all necessary labor, equipment, tools, supplies, and repair parts.
Contract Details
- Contract Type: Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Time and Materials. Scheduled preventive maintenance services will be FFP, while unscheduled corrective maintenance (including parts and labor) will be Time and Materials.
- Duration: One (1) 12-month base period plus two (2) 12-month option periods, not to exceed three (3) years total.
- Set-Aside: Total Small Business Set-Aside under NAICS code 811210 (size standard $34.0 million).
- Place of Performance: DLA DS Jacksonville field site, Jacksonville, FL. Services are to be performed Monday through Friday, 0700-1530 EST, excluding Federal holidays.
- Minimum/Maximum: The base period has a minimum of $2,000.00 and a maximum of 150% above the total estimated value. No minimum is guaranteed for option periods.
- Pricing: Attachment 2 (Price Schedule) outlines estimated costs for CLINs including Annual Calibration/PM, Unscheduled Repairs (HR), Material Cost (not to exceed $11,000.00 per period), and Mobilization. The total estimated value for all options is $36,000.00.
- Special Requirements: Parts must be new and conform to OEM specifications. Contractors must provide registered service agency and mechanic certificates per Florida Statute Title XXXIII, Chapter 531. Offerors are responsible for ensuring their references submit these questionnaires.
- Evaluation Factors: Award will be made to the responsible offeror whose proposal represents the best value to the Government, considering Past Performance and Price. Past Performance is significantly more important than Price. The Government may use an efficiency competition approach, evaluating past performance only for the most competitively priced offers.
