This is a Request for Quotation (RFQ) for Janitorial and Lawn Care Services for the Bureau of Land Management (BLM) Surprise Valley Field Station in Cedarville, CA. The solicitation is for commercial items and is set-aside for small businesses under NAICS code 561720. The Small Business Annual Receipts for the preceding three fiscal years must not exceed $22 Million.

• Janitorial and Lawn Care Services for the Surprise Valley Field Station.

• Performance Period: July 1, 2026, to June 30, 2027 (Base Year).

• Services include performing all tasks in accordance with the attached Performance Work Statement (PWS) and wage determination.

• Contract Type: Firm Fixed Price.

• Period of Performance: Base Year (07/01/2026 to 06/30/2027) with potential option years.

• Option to Extend Services (FAR 52.217-8) for up to six months.

• Option to Extend Term of Contract (FAR 52.217-9) for up to 60 months total duration.

• Evaluation Factors: Lowest Price Technically Acceptable (LPTA).

  • Factor 1: Technical Approach/Capabilities (Understanding of Requirements, Staffing & Schedule, Quality Control, Equipment & Supplies, Feasibility & Risk Management).
  • Factor 2: Past Performance and Prior Experience (including BLM and Federal Environmental Regulations experience).
  • Factor 3: Price (Reasonableness of pricing schedule).

• The overall quote must consist of a completed Standard Form 18, completed Pricing Schedule, and a detailed work plan and schedule.

• Set-aside for small business under NAICS code 561720.

• Small Business Annual Receipts must not exceed $22 Million for the preceding three fiscal years.

• Offerors must be registered and active in the System for Award Management (SAM).

• This announcement constitutes the only solicitation; a written solicitation will not be issued.

• The document incorporates provisions and clauses effective through Federal Acquisition Regulations 2026-01.

• Electronic invoicing and payment will be through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP).

Statement of Work (SOW) / Performance Work Statement (PWS)

To maintain the Bureau of Land Management’s Surprise Valley Field Station office space and landscaped area in good condition and appearance through janitorial and lawn care services.

Janitorial Services:

• Cleaning, disinfecting, sweeping, mopping, vacuuming, waxing floors, trash removal, and refilling sanitary items within the 5,600 sq ft office space (offices, cubicles, restrooms, breakroom, conference room, reception, closets, utility room).
• Services to be performed a minimum of three (3) non-consecutive days per week, with at least one business day between services.
• Specific tasks include cleaning restrooms, breakroom, conference tables, drinking fountains, carpeting, trash disposal, sweeping sidewalks, cleaning mats, dusting furniture, cleaning partition walls, windowsills, janitorial closet, and reception barrier.
• Less frequent tasks include cleaning kick plates, interior walls, windows, HVAC registers, pictures, plaques, mechanical room floor, stripping/waxing floors, and shampooing carpets.
• Contractor provides janitorial products and equipment, except for government-furnished items (toilet paper, seat covers, paper towels, trash can liners).

Lawn Care Services:

• Services performed seasonally from April 1 - June 30 and July 1 - September 30.

• Weekly tasks include mowing, trimming lawn edges, and removing trash, leaves, branches, and debris from the 5,300 sq ft lawn and landscaped areas.

• Contractor is responsible for mowing under picnic tables and repairing any damage caused during service.

• Services must meet "Clean" and "Disinfect" definitions as outlined in the PWS.

• Performance is evaluated based on cleanliness, sanitation, task completion, and appearance.

• The Performance Requirements Summary (PRS) and Quality Assurance Surveillance Plan (QASP) detail specific performance standards, acceptable quality levels (AQLs), surveillance methods, and remedies/deductions for deficiencies.

• Location: Bureau of Land Management’s Surprise Valley Field Station, 602 Cressler Street, Cedarville, CA 96104.

• Period of Performance: One base year (July 1, 2026 – June 30, 2027) and four 12-month option years (July 1, 2027 – June 30, 2031).

• Hours: Work to be performed outside normal business hours (7:00 a.m. - 5:30 p.m. Monday-Friday). Services may occur on weekends.

• Contractor must manage and maintain inventory of government-furnished supplies, notifying the COR 30 days in advance for restocking.

• Contractor is responsible for obtaining and maintaining Safety Data Sheets (SDS) for all chemicals used.

• Use of environmentally preferred products is encouraged.

• Contractor must handle building access via government-furnished security cards and report any loss or damage.

• Compliance with fire prevention laws during declared fire danger periods is required if work continues.
