• Exterior and Interior Windows: The SOW requires weekly exterior and quarterly interior window cleaning. The facility has five 2’x4’ windows and ten 3’x4’ windows. All exterior windows are accessible from ground level.
• Cleanable Square Footage: The total cleanable building area is approximately 1,800 sq ft, not the 7,020 sq ft initially referenced. A portion of the building is a garage and not included in the contractor's responsibility.
• Flooring Type: The SOW mentions Johnsonite rubber flooring, but all flooring is now Luxury Vinyl Flooring, covering approximately 1,800 sq ft.
• Government Furnished Supplies: USDA provides paper products and trash liners. Vendors are responsible for providing cleaning chemicals, as outlined in section 4.0 of the SOW.
• Janitorial Equipment Storage: A 2’x6’ closet and cabinet space are available for janitorial equipment storage, with additional space in the garage if needed.
• Preferred Service Day: Services are to be performed weekly between 12:00 PM and 4:00 PM. Preferred days for service are Tuesday, Wednesday, or Thursday.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for janitorial services for the USDA APHIS PPQ office in Wilmington, North Carolina. The acquisition is set aside for small business concerns.

• The evaluation method is Lowest Price Technically Acceptable (LPTA).

• Only the lowest priced offer will be evaluated for Technical Acceptability. If it's not acceptable, the next lowest priced offer will be evaluated, and so on.

• Pricing must be submitted for the base period and all option periods on individual line items.

• Offers must be held firm for 90 calendar days from the receipt date.

• This acquisition is set aside for small business concerns.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide janitorial services for USDA, APHIS, PPQ, FO, SPHD, NC at their facility located at 1815 Gardner Dr. Wilmington, NC 28405.

This SOW details the janitorial services required, including cleaning tasks for various areas such as Vestibule, Administrative/Conference/Office/File Storage Areas, Break Room, Restrooms, Scientific Support Room, Grinding and Storage Rooms, Receiving Room, Drinking Fountain, and exterior windows. Services include dusting, vacuuming, sweeping, mopping, trash removal, cleaning and disinfecting surfaces, and window cleaning. Specific frequencies for tasks are outlined (e.g., weekly, monthly, quarterly).

• Services are to be performed once a week from 12:00 pm to 4:00 pm.

• All cleaning supplies will be supplied by USDA.
