This document is a Request for Quotation (RFQ) for non-personal janitorial services at the National Weather Service (NWS) Weather Forecast Office (WFO) located in Grand Rapids, MI. The services are to be provided in accordance with an attached Statement of Work.

• Contract Type: Firm-Fixed Price.

• Period of Performance:

  • Base Period: June 15, 2026 - May 31, 2027
  • Option Year 1: June 1, 2027 - May 31, 2028
  • Option Year 2: June 1, 2028 - May 31, 2029
  • Option Year 3: June 1, 2029 - May 31, 2030
  • Option Year 4: June 1, 2030 - May 31, 2031

• The total duration of the contract, including options, shall not exceed 5 years.

• Quotations must be submitted via email to kerri.coffey@noaa.gov in PDF or Microsoft Word format.

• Deadline for submission: June 2, 2026, 10:00 AM MDT.

• Quoters must have an active registration in the System for Award Management (SAM.gov).

• Quotes must include signed SF 18 and SF 30(s), UEI/CAGE code, detailed technical capability write-up, and best and final pricing.

• Evaluation will be based on Lowest Price Technically Acceptable (LPTA).

• Evaluation factors: Technical Capability and Price.

• Offers are to be held firm for 60 calendar days from the date specified for receipt of offers.

• The RFQ is not marked as a Small Business Set-Aside.

• This solicitation incorporates various FAR and NOAA Acquisition Manual clauses by reference.

• Key clauses include those related to Service Contract Labor Standards, Sexual Assault and Sexual Harassment Prevention, Contractor Communications, Contractor Access to NOAA Facilities, and Evaluation of Options.

• A site visit is urged and expected.

Statement of Work (SOW) / Performance Work Statement (PWS)

To maintain a clean and safe work environment for the National Weather Service (NWS) Weather Forecast Office (WFO) in Grand Rapids, MI.

• Provide regular janitorial services for an approximately 6,000 sq ft office building.

• Services include cleaning of carpeted and tiled areas, windows, bathrooms, and kitchen/breakroom.

• Specific tasks include trash receptacle emptying and cleaning, vacuuming (including HEPA filtering), dust mopping, sweeping, and damp mopping floors with germicidal solutions.

• Cleaning of fixtures, sinks, countertops, appliances, and drinking fountains is required.

• Special attention to areas with computer cords and raised tile floors with static-free lamination.

• Contractor must use dustless pickup methods for sweeping and damp cloth methods for dusting.

• Work must leave surfaces free of debris, film, streaks, spots, and stains.

• Contractor must adhere to a sign-in/out process and maintain a secure environment.

• Employees must be physically able to perform the work and adhere to all Federal rules and regulations.

• Precautions must be taken for injury prevention and fire suppression.

• Place of Performance: National Weather Service, 4899 Tim Dougherty Drive SE, Grand Rapids, MI 49512-4034.

• Base Period: June 15, 2026 - May 31, 2027.

• Four (4) Option Periods: June 1, 2027 - May 31, 2031.

• Cleaning services to be performed three (3) days per week, on days and times agreed upon with the Government Point of Contact.

• Contractor must observe all Federal holidays.

• Contractor to furnish all equipment, materials, and supplies, including paper products, cleaning supplies, and cleaning equipment. Safety Data Sheets (SDS) for chemicals must be provided.

• Contractor must utilize recovered materials and/or biobased products where possible.

• Security Requirements: Personnel require a minimum of a Tier 1 Investigation (HSPD-12 credentialing). A minimum of one and a maximum of three personnel are to be designated. Security investigation documents due within five business days of contract award.

• Deliverables include SDS, Security Requirements Package, Schedule or Work Plan, Checklist, and Biobased Report.
