Sources Sought

This is a Sources Sought notice to gather information on potential qualified sources for janitorial services at Riverside National Cemetery. The National Cemetery Administration (NCA) is seeking to understand the capabilities of businesses, particularly their size classification (HUBZone, 8(a), small, small disadvantaged, VOSB, SDVOSB, or large business) relative to NAICS code 561720 (Janitorial Services, with a size standard of $22 million).

The contractor shall provide all labor, supervision, equipment, tools, materials, and supplies for complete janitorial services. This includes, but is not limited to:

• Cleaning and sanitizing restrooms, offices, conference rooms, visitor centers, and other designated facilities.
• Sweeping, mopping, vacuuming, dusting, and trash removal.
• Replenishing restroom and breakroom supplies.
• Cleaning glass surfaces.
• Maintaining all work areas to NCA standards.
• Adhering to federal, state, and local health and safety regulations.
• Scheduling work to avoid interference with funeral services, ceremonies, or public visitation.
• Safeguarding Government property and ensuring a respectful appearance of serviced areas.

The government intends to award a firm-fixed-price contract with a base year and four option periods. The anticipated contract start date is April 1, 2026.

This notice is for market research purposes only and is not a solicitation. Responses are requested by January 28, 2026, by 3:00 PM PST, via email to Roberto.escobedo@va.gov. The notice specifies required company information, including name, address, contact details, SAM Unique ID, business size information, and any relevant contract holder status. Responses will inform acquisition decisions, and a future solicitation may be published.

Responses will be used to determine if a set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB) is appropriate, provided at least two certified SDVOSB or VOSB can perform the work at a fair and reasonable price. Bidders are asked to self-certify their business size and relevant certifications.

This notice does not commit the government to pay for any costs incurred in response. It is not a request for proposals, nor does it guarantee a solicitation will be issued. Responses do not add companies to a prospective bidder's list.

Statement of Work (SOW) / Performance Work Statement (PWS)

To obtain reliable, high-quality janitorial services for Riverside National Cemetery (RNC) to ensure all designated facilities are maintained in a clean, sanitary, and presentable condition, upholding the dignity of the site.

The contractor shall provide all labor, supervision, equipment, tools, materials, and supplies for janitorial services at RNC. This includes cleaning and sanitizing restrooms, offices, conference rooms, visitor centers, and other designated facilities. Services encompass sweeping, mopping, vacuuming, dusting, trash removal, replenishing supplies, and cleaning glass surfaces. Work must comply with federal, state, and local regulations, and NCA standards, and must not interfere with cemetery operations.

Services must meet or exceed ISSA CIMS performance standards. The contractor must maintain an effective quality control program. The government will evaluate performance based on a Quality Assurance Surveillance Plan (QASP). Specific performance standards and acceptable quality levels (AQLs) are detailed in Attachment 1/Technical Exhibit 1, covering areas like floor maintenance, restroom cleanliness, and trash removal.

• Period of Performance: One (1) Base Year (April 1, 2026 – March 31, 2027) with four (4) 12-month option years (through March 31, 2031).

• Place of Performance: Riverside National Cemetery, 22495 Van Buren Blvd., Riverside, CA 92518.

• Certifications: Contractor must be ISSA CIMS certified and hold a recognized Green Building Cleaning Certification (e.g., Green Seal, UL ECOLOGO, ISSA CIMS-Green Building).

• Personnel: Supervisors and cleaning staff must be trained in environmentally preferred cleaning techniques. All employees must pass background checks.

• Supplies & Equipment: Must use environmentally preferable cleaning products (e.g., EPA Safer Choice). Specific equipment requirements are detailed, including low-emission vacuums and microfiber systems.

• Security: Contractor is responsible for physical security, including locking facilities and setting alarms. Key control procedures are mandatory.

• Sustainability: Must conserve utilities and use sustainable practices. ENERGY STAR rated equipment is preferred.

• Conduct: Strict standards of conduct, professionalism, and respect for the cemetery environment are required. Contractor personnel must be clearly identified and avoid disruptive behavior.

• Key Personnel: Contract Manager and Site Supervisor are considered key personnel with specific experience requirements.

• Deliverables: Quality Control Program, Green Cleaning Certification Documentation, and Staff Training Records are required (Attachment 2/Technical Exhibit 2).
