• Volume I (Price & Terms & Conditions): Must include completed Contract Line Items (CLIN) Attachment 1 with unit pricing, all "fill-in" clauses and provisions completed, and all representations and certifications (or a current SAM.gov Reps and Certs with a signed statement of accuracy).

• Volume II (Technical Plan): Must detail:

  • Number of positions, including Occupation Code and Title from the Wage Determination.
  • Hours per position type, per period of performance.
  • Number of in-house vs. subcontracted positions.
  • Contractor's plan to meet PWS requirements 100% of the time (including staff absences).
  • If subcontractors perform >49% of the total proposed price, provide subcontractor name, UEID, CAGE Code, and two points of contact.

• Volume III (Past Performance): Must include relevant past performance for a minimum of three contracts (within the last 3 years), including UEI number, Cage Code, contract number, brief description of services, and a point of contact. Offerors without past performance can state so. If subcontractors perform >49% of the proposed price, their past performance must also be provided.

• The Government will award to the responsible quoter whose quote is technically acceptable, has acceptable past performance, and the lowest price.

• Quotes will be ranked by price. The lowest priced quote will be evaluated first for technical acceptability and past performance. If found unacceptable, the next lowest priced quote will be evaluated, and so on.

• Price Evaluation: Will consider fairness and reasonableness. Options will be evaluated by adding the total price for all options to the total price for the basic requirement.

• Past Performance Evaluation: Assessed for recency (within 3 years), relevancy (similar scope/magnitude), and overall quality (acceptable/unacceptable).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide janitorial cleaning services for STARBASE San Luis Obispo (SB SLO) to ensure a high standard of cleanliness, promote employee health and well-being, and maintain a safe environment.

• Janitorial services for SB SLO facilities at 706 & 703 Ventura Ave, Camp San Luis Obispo, CA 93405.

• Services include cleaning and disinfecting offices, restrooms, lobbies, classrooms, and walkways.

• Waste management, including trash and recycling collection and disposal.

• Exterior cleaning of concrete surfaces, metal picnic tables/benches.

• Interior cleaning of classrooms, restrooms, lobbies, break rooms, staff offices, and seating areas.

• Disinfection of high-touch areas such as drinking fountains, door handles, light switches, and restroom fixtures.

• Floor cleaning, including sweeping, mopping, and vacuuming.

• Dusting of all visible surfaces, including furniture, equipment, and window treatments.

• Cleaning of interior glass, entrance floor mats, and mat wells.

• Twice-monthly services for interior and exterior window cleaning.

• Services to be performed three (3) times per week for interior and exterior cleaning, except for twice-monthly window cleaning.

• Acceptable Quality Levels (AQLs) are generally 95% for most tasks, with 99% for trash receptacle and container services.

• Performance will be monitored through periodic inspection by the KO or COR.

• Place of Performance: 706 & 703 Ventura Ave, Camp San Luis Obispo, CA 93405.

• Period of Performance: One 12-month base period and two 12-month option years, with a potential 6-month extension.
