This solicitation is a Request for Quotation (RFQ) for janitorial services at the Bureau of Land Management (BLM) Fields Facility building in Fields, Oregon. The contract will be a Firm Fixed-Price Commercial Service Purchase Order.

• Provide all labor, supervision, quality control, tools, equipment, and transportation for janitorial services.

• Services include space cleaning, sweeping/dust mopping, vacuuming, emptying waste containers, dusting, high dusting, cleaning appliances, cleaning walk mats, floor care (damp mopping), rest room services, shower cleaning, window cleaning, light fixture cleaning, glass entry door cleaning, spot rug cleaning, and laundry services.

• Specific frequencies for services are detailed, including daily, weekly, monthly, quarterly, and semi-annual tasks.

• Contractor is responsible for providing custodial equipment and cleaning agents/supplies.

• Government will provide utilities (electricity, water, sewage) and some supplies (fluorescent light bulbs, toilet paper, paper towels, laundry detergent, garbage bags, light bulbs).

• Base Period: June 1, 2026 – May 31, 2027

• Four (4) Option Periods, each one year in duration, extending through May 31, 2031.

• The contract type is Firm Fixed-Price.

• Quotations must be submitted electronically via email to destinee_croom@ios.doi.gov.

• Questions regarding the solicitation must be submitted in writing via email to destinee_croom@ios.doi.gov two business days before solicitation close.

• Quotations must be submitted in two parts: (1) non-price section and (2) price section.

• The non-price section will be evaluated based on "Past Performance."

• The price section will be evaluated based on "Price."

• Award will be made to the responsible firm whose quote is most advantageous to the Government, considering price and other factors, including past performance.

• Offer due date: May 19, 2026, 1400 Local Time.

• This acquisition is set aside 100.00% for Small Business.

• NAICS Code: 561720 (Cleaning Services), Size Standard: $22 Million.

• The facility is approximately 2,000 square feet and includes a living room, kitchen, two restrooms, and eight bedrooms.

• The facility may have up to 300 occupants per year.

• The solicitation incorporates FAR clauses by reference, including 52.212-1, 52.212-4, and 52.212-2.

• Electronic invoicing and payment will be through the U.S. Department of the Treasury's Invoice Processing Platform (IPP).
