JANITORIAL SERVICES FOR ARMED FORCES RECRUITING FACILITIES LOCATIONS IN PUERTO RICO

Purpose

This Sources Sought notice is for market research and acquisition planning. This is not a solicitation, and no contract will be awarded from this notice.

Scope of Work

The anticipated requirement is for comprehensive janitorial services, including all management, supervision, personnel, labor, equipment, tools, supplies, materials, transportation, and quality control. Services will cover general office and facility cleaning, restroom sanitation, trash collection, carpet and floor maintenance (including stripping/waxing), interior/exterior window cleaning, high-touch surface disinfection, HVAC return grille cleaning, pest control, re-lamping, ceiling tile replacement, and emergency cleaning services. The goal is to maintain clean, safe, healthy, and professional recruiting facilities.

Contract Details (Anticipated)

• Type: Firm-Fixed-Price contract
• Duration: One 12-month base period and four (4) one-year option periods
• NAICS Code: 561720 (Janitorial Services) is primary, with 238220 (HVAC maintenance) and 561710 (Pest Control Services) also applicable.
• PSC Code: S201 (Housekeeping/Custodial Janitorial Services)
• Place of Performance: Armed Forces Recruiting Facilities throughout Puerto Rico.

Set-Aside

The Government is particularly interested in SBA-certified 8(a) firms with an established business presence in Puerto Rico.

Capability Statement Requirements

Interested firms must submit a Capability Statement (limited to five pages) demonstrating qualifications and experience. It should include:

• Company name, address, UEI, CAGE Code, point of contact, telephone, and email.
• Verification of current SBA 8(a) certification status.
• Identification of office location(s) and confirmation of established business presence in Puerto Rico.
• Description of capability to provide janitorial services throughout Puerto Rico, including staffing, management, and ability to service multiple dispersed locations.
• Description of experience performing contracts of similar size, scope, and complexity, including at least three recent projects (last five years) with customer details, contract number (if applicable), value, period of performance, service description, and customer point of contact.
• Description of the firm's quality control program.
• Identification of any anticipated subcontracting arrangements and confirmation of compliance with 8(a) limitations on subcontracting.

Market Research Questions

Respondents are requested to indicate their 8(a) certification status, established business presence in Puerto Rico, personnel/equipment/management/financial capability, successful performance of comparable contracts, ability to comply with limitations on subcontracting, and interest in competing for a future competitive 8(a) procurement.
