Statement of Work (SOW) / Performance Work Statement (PWS)

To provide janitorial services for the Missisquoi National Wildlife Refuge in Swanton, Vermont.

• Services include cleaning the visitor's center, staff offices (7,250 sq. ft.), and two public bathrooms.

• Contractor is responsible for providing all necessary personnel, supervision, transportation, materials, equipment, and supplies, except for trash bags, toilet tissue, bathroom soap, and paper towels, which will be provided by the Government.

• Cleaning tasks include sweeping, wet mopping (polished concrete floors), dusting, wiping down surfaces, emptying waste baskets, cleaning bathrooms (fixtures, mirrors, toilets, sinks), and washing windows.

• Specific tasks are broken down into Bi-Weekly, Monthly, and "as needed" categories.

• Floors must be swept/vacuumed to remove all dust and streaks. Wet mopping should leave surfaces free of dirt, stains, residue, and standing water.

• Bathrooms must be free of stains, clean, and bright, with no dust, spots, rust, mold, or odors.

• Cleaning products should be environmentally friendly and free from toxic chemicals, or approved by the refuge.

• A Quality Control Program (QCP) must be established by the contractor to ensure specified requirements are met.

• Base Year: June 1, 2026 – May 31, 2027

• Four Option Years: June 1, 2027 – May 31, 2031

• Location: Missisquoi National Wildlife Refuge, 9 Tabor Road, Swanton, Vermont.

• Work Schedule: Bi-weekly cleaning (Thursdays or Fridays, March-November), with reduced scope in December-February (bathrooms and administrative offices only). Work to be completed after regular business hours (4:00 pm).

• Federal Holidays: Contractor must observe all Federal Legal Holidays and any additional leave days or closures designated by statute or executive order.

• Accident Reporting: All accidents must be reported within 24 hours.

• Personnel Security: Contractor personnel requiring access must obtain a Federal government-issued Personal Identity Verification (PIV) credential, which includes a National Criminal History Check (NCHC). This requires submission of OPM Standard Form 85 or 85P, OF 306, and PIV card application.

• Contractor Representative: A representative must be designated in writing and available at all times.

• Damage Reporting: Any damage to Government property must be reported within 24 hours.

• Fire Prevention: Contractor must be familiar with fire alarm procedures and handle combustible materials safely.

• Keys: Government will furnish keys and alarm codes. Keys are issued individually and cannot be traded. Lost keys must be reported immediately. Contractor is responsible for all issued keys.

• Maintenance Standards: Work must conform to OSHA requirements and standard janitorial practices.

• Pre-performance Conference Call: Required prior to commencing work.

• Performance Evaluation Meetings: Quarterly meetings with COR.

• Security Check & Lock Up: Contractor must ensure building security and rearm alarm system upon completion.
