Statement of Work (SOW) / Performance Work Statement (PWS)

To provide contractual custodial services for the USDA-ARS Invasive Plant Research Lab located at 3225 College Ave, Fort Lauderdale, FL, ensuring a satisfactory facility condition and professional appearance.

• Perform custodial services for various buildings including Head House (B001), T3 Building (B003), and Main Building (M) (B017), as well as Annex (B028) and Sheds and Greenhouses.

• Services include emptying waste receptacles, cleaning and disinfecting bathrooms, vacuuming and maintaining floors (including carpet spot cleaning), cleaning drinking fountains, outside servicing (entryways and walkways), dusting surfaces, cleaning janitorial storage spaces, and cleaning interior/exterior glass.

• Specialized tasks include stripping, scrubbing, sealing, and waxing floors (requiring non-skid wax) twice a year, and shampooing carpeted areas semi-annually.

• The contractor is responsible for providing all necessary tools, equipment, supplies, and labor.

• Services are to be performed in a manner that maintains a satisfactory facility condition and presents a clean, neat, and professional appearance.

• Customer complaints exceeding a certain threshold without documented improvement can lead to non-payment for the task and potential contract termination.

• Weekly inspection and approval of work by a government representative.

• The project is located at USDA-ARS in Fort Lauderdale, FL.

• The contract period is one year, with four optional one-year renewals.

• Contractors must be registered in SAM.gov prior to submitting a bid.

• Bidders are encouraged to attend a site visit.

• The contractor shall utilize bio-based products and materials where possible.

• A Site Safety Specific Plan/Accident Prevention Plan must be submitted within 7 days of contract award.

• Contractor personnel must present a neat appearance and be easily recognized (e.g., company-branded clothing or badges).

• The government will provide janitorial closets and utilities.

• Quarantine sections of the Main Building are maintained by USDA employees and are excluded from contractor services.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for janitorial services for the USDA facility in Ft Lauderdale, FL. The acquisition is a Total Small Business Set-Aside.

• Provide all management, tools, equipment, supplies, and labor necessary to maintain a satisfactory facility condition and a clean, neat, and professional appearance.

• Contractors must be qualified to perform all tasks required by the Statement of Work (SOW).

• Anticipated contract type: Firm Fixed Price.

• Period of Performance: One (1) one-year base period and four (4) one-year option periods, not to exceed five (5) years total.
