This solicitation is for janitorial services for the United States Department of Agriculture (USDA), Animal Plant & Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), Asian Longhorned Beetle Eradication Program. The services will be performed at their facility located in Hollywood, SC.

• Provide janitorial services once weekly between 7:30 a.m. and 3:00 p.m. ET.

• Services cover two trailers totaling approximately 2,880 square feet.

• Specific tasks include cleaning restrooms, offices, conference spaces, and kitchens, as well as dusting, sweeping, and trash removal.

• Use of bio-based cleaning supplies is encouraged.

• Contractor must furnish all necessary supplies and equipment.

• Performance standards are detailed, including requirements for dusting, plumbing fixtures, restrooms, floors, metal, glass, and walls.

• This is a firm-fixed-price, performance-based contract.

• The period of performance includes a base period of approximately one year and four one-year option periods, for a total potential duration of five years.

• Base Period: Date of Award – 03/31/2027

• Option Period 1: 04/01/2027 – 03/31/2028

• Option Period 2: 04/01/2028 – 03/31/2029

• Option Period 3: 04/01/2029 – 03/31/2030

• Option Period 4: 04/01/2030 – 03/31/2031

• Offerors must submit pricing for all items to be considered responsive.

• Award will be made to the offeror representing the best value to the Government.

• Evaluation will be based on Price and Technical Acceptability.

• Past Performance will also be evaluated.

• The Government will evaluate quotations based on the lowest price technically acceptable criteria.

• Offerors must provide a detailed explanation of their ability to perform the required services.

• Offerors must hold prices firm for 90 calendar days from the offer due date.

• Questions are due by April 13, 2026, at 12:00 PM Eastern Time.

• Offer Due Date: April 15, 2026, 12:00 PM Eastern Time.

• The acquisition is unrestricted.

• NAICS Code: 561720 (Cleaning Services), Size Standard: $22 million.

• Specific clauses related to small business concerns, HUBZone, and other set-asides are listed but not necessarily checked as applicable.

• The "Submit Invoice-to" address for USDA orders is the Department of Treasury's Invoice Processing Platform (IPP).

• Contractor employees require a Tier 1, Low Risk – Non-Sensitive background investigation.
