Statement of Work (SOW)

This SOW details the requirements for providing outside plant (OSP) rated single mode (SM) fiber optic distribution cable (FOC) and inside plant (ISP) rated SM interconnect fiber optic (ICF) cable. It also includes the replacement of radio system channel banks.

• Engineer, Furnish, Install, and Test (EFI&T) the installation of OSP SM FOC (12 strands) from the Air Traffic Control (ATC) Tower to various locations including ILS, GATR, Base Ops, Command Post, and Weather Station equipment at Joint Base Lewis-McChord (JBLM).

• EFI&T the installation of ISP SM ICF between telecommunications entrance facilities and equipment rooms.

• EFI&T radio system channel bank replacements in six buildings.

• All work must comply with UFC 3-580-01, JBLM Design Standard Specification Section 33 82 00, and applicable industry standards.

• Work must be performed in a neat, high-quality manner conforming to federal, state, and local standards.

• Buildings and work areas must be left in the same or better condition daily.

• Contractor must notify the COR immediately of any limiting factors or shortfalls.

• Contractor must provide a complete milestone schedule with the technical proposal.

• Weekly Status Reports are required.

• A one-year Warranty is required for all equipment, software, cable, terminations, and work performed.

• Cable testing includes Optical Time Domain Reflectometry (OTDR) and Attenuation tests.

• Splice losses must not exceed 0.3 db.

• Period of Performance: 120 days after contract award for OSP fiber installation.

• Place of Performance: Various buildings and locations on Joint Base Lewis-McChord (JBLM), WA, including ATC Tower, Base Ops, Command Post, Weather Station, ILS, GATR, and specific buildings for radio system channel bank replacements.

• Contractor furnished items: All engineering, labor, materials, tools, equipment, apparatus, and transportation.

• Government furnished items: None, except for project design drawings, cable test plans, and cable test reports review, and inspection of completed work. Escorts will be provided for work in specific buildings.

• Contractor Manpower Reporting Application (eCMRA) is required for labor hour reporting.

• Contractor must provide latest version of software, operation, installation, and maintenance manuals.

• Service outages must be requested at least 72 hours in advance.

• Final project walk-through required at least 72 hours prior to event.

• Contractor must provide a Project Manager (PM) and alternate(s).

• Contractor must designate an on-site team leader as the Site Point of Contact (POC).

• Contractor must provide Quality Control Personnel.

• Minimum contractor qualifications: 3 years of experience in Telecommunications Systems installations.

• Anti-terrorism (AT) Level I training and iWatch training are required for all personnel.

• Security clearances and base access procedures must be followed.

• Airfield driving training is required for personnel operating vehicles on the flight line.

• No firearms are permitted.

Sources Sought Notice

This notice is issued by the United States Air Force at Joint Base Lewis-McCord (JBLM), WA, to identify interested and qualified vendors capable of performing Engineer-Furnish-Install-and-Test (EFI&T) of Outside Plant (OSP) and Inside Plant (ISP) Fiber Optic Cable & Radio System Channel Bank Replacements. The project aims to support weather station, NavAid upgrades, and communications infrastructure in six buildings.

• EFI&T of OSP/ISP single-mode fiber optic cabling.

• Radio system channel bank replacements.

• Full scope of work is detailed in the attached Statement of Work (SOW).

• The Government is contemplating a Firm Fixed Price (FFP) contract.

• This is a Sources Sought notice; no award will be made from this posting.

• Interested vendors are requested to provide a capability statement, including relevant past performance.

• No reimbursement will be made for costs associated with providing information.

• Respondents will not be notified of the results.

• Information gathered will aid in decision-making and will not be disclosed outside the agency.

• If a solicitation is issued, it will be announced separately, and interested parties must respond to that announcement.
