Joint Base Andrews (JBA) is exploring a Section 8(a) sole-source or competitive 8(a) set-aside for an anticipated contract renewal for laundry and linen services. If no qualified 8(a) participants are identified, JBA may consider other socio-economic set-asides (HUBZone, SDVOSB, WOSB) or a total small business set-aside.

• Routine pick-up and delivery of laundry and linen articles across multiple organizations at JBA.

• Services will be used for various functions with different protocols based on an individual Performance Work Statement (PWS).

• Promptness, flexible delivery, and accuracy in article count are critical.

• NAICS Code: 812320 (Drycleaning and Laundry Services)

• Size Standard: $8.0 million dollars

• Interested parties should submit a brief capabilities package demonstrating their ability to meet the requirements.

• The package should include: company capability description, NAICS code 812320 verification, SBA certification of socio-economic status, facility location, and description of similar services offered.

• Recent/relevant experience should be provided.

• Teaming with other qualified socio-economic business partners is allowed.

• Capabilities package must not exceed 2 pages.

• Responses are due by 2:30 PM Eastern Standard Time on February 16, 2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for consolidated multi-organizational laundry, linen, and dry cleaning services for Joint Base Andrews.

• Provide comprehensive laundry and dry cleaning services for various entities at Joint Base Andrews, including lodging, medical facilities, and other organizations.

• Services include pickup and delivery, washing, drying, pressing, folding, and packaging of laundry.

• Specific requirements for handling different types of items such as flatwork, medical linens, and special wash items.

• Emphasis on maintaining high standards of cleanliness, appearance, and sanitation.

• Timeliness of pick-up and delivery schedules is critical.

• Laundry must be delivered free of visible dirt, debris, dampness, offensive odors, mildew, and cleansing chemical residue, with a uniform appearance.

• Items must be properly finished/packaged.

• Performance objectives include meeting pickup/delivery schedules (95% on-time), correct quantities delivered (99%), item cleanliness (no more than 2% rejected), proper marking/packaging (95%), and zero discrepancies in repairs/restitution for damaged/missing items.

• Washroom tests for tensile strength and whiteness retention must meet acceptable standards.

• Services are for Joint Base Andrews.
