Purpose
This is an informational Sources Sought notice, not a Request for Proposal (RFP). The government is seeking to identify interested and capable parties to support the requirement for grease trap cleaning and UCO collection at JBLM. Responses will inform the government's decision on the procurement strategy, including potential set-asides.
Scope of Work
The contractor will provide non-personal services for regular scheduled cleaning of grease traps and interceptors, and collection/off-base disposal of waste grease and UCO at JBLM facilities. These facilities include government-operated dining facilities, eating establishments, and commercially operated restaurants. Services must adhere to the draft Performance Work Statement (PWS) and Technical Exhibits. Key performance standards include bi-monthly grease trap cleaning and monthly UCO collection. The contract covers JBLM facilities at Lewis-Main, Lewis-North, and Lewis-McChord Field, excluding Yakima Training Center.

Set-Aside & Eligibility
This requirement may be set-aside for Small Businesses (in full or in part) or procured through full and open competition. All Small Business Set-Aside categories will be considered. If set-aside, the small business prime must perform at least 50% of the work.
Submission Requirements
Interested parties must submit a capabilities statement, no more than ten (10) pages, in Microsoft Word or PDF format, to samuel.w.kamau.civ@army.mil. The statement should address:
- Past experience with similar requirements.
- Ability to manage multiple grease traps (25-300 gallons) and UCO collection.
- Experience managing subcontractors.
- Specific technical skills.
- Ability to meet the 50% performance rule for small businesses.

Evaluation
Responses will be evaluated to ascertain market capacity, including the ability to provide services consistent with the scope, secure resources, implement project management, and perform under a performance-based contract. No feedback or evaluations will be provided to companies regarding their submissions.
