This notice is a Sources Sought synopsis issued by the Mission and Installation Contracting Command (MICC) at Joint Base Lewis-McChord (JBLM) to conduct market research. The government is seeking to identify parties interested in and capable of providing integrated grease trap cleaning and collection of unused cooking oil (UCO) services at JBLM. The intention is to procure these services on a competitive basis.

• Regular scheduled cleaning services for grease traps and interceptors at JBLM facilities (e.g., dining facilities, restaurants).

• Collection and off-base disposal of waste grease.

• Collection and off-base disposal of unused cooking oil (UCO).

• Potential for new facilities/locations to be added or removed from the contract.

• Joint Base Lewis-McChord, WA (100% on-site Government, 0% off-site Contractor).

• Services must be performed in accordance with the draft Performance Work Statement (PWS) and Technical Exhibits.

• Contractor and employees must comply with applicable garrison, facility, and area commander security policies and procedures.

• Services may be subject to the Service Contract Act or a collective bargaining agreement.

• This is NOT a Request for Proposal (RFP). Responses are for informational purposes only.

• Interested parties must submit a capabilities statement (max 10 pages).

• The deadline for response is 2 pm PDT, May 29, 2026.

• The government will evaluate market information to ascertain potential market capacity.

• The requirement may be set-aside for Small Businesses (in full or in part) or procured through Full and Open Competition. All Small Business Set-Aside categories will be considered.

• Applicable NAICS code: 562998 (All Other Miscellaneous Waste Management Services) with a Small Business Size Standard of $16.5 million.

• Product Service Code: S222 (Housekeeping waste treat/storage).

• For Small Business Set-Aside, the prime must perform at least 50% of the work.

• Contract type is anticipated to be Firm Fixed Price.

• Estimated period of performance: base year plus 4 options, commencing January 2027.

• Telephone inquiries will not be accepted.

• No feedback or evaluations will be provided on submissions.

• No funds are available to pay for response preparation.

• Responses will not be returned.

• Potential offerors are responsible for monitoring the Government-Wide Point of Entry (GPE) for future solicitations.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for grease trap cleaning and Used Cooking Oil (UCO) collection services for Joint Base Lewis-McChord (JBLM).

• Inspect, pump, clean, and maintain grease traps/interceptors at facilities listed in Technical Exhibit (TE) 1.

• Collect and dispose of Used Cooking Oil (UCO) from facilities listed in TE 1.

• Services are required for facilities providing food services, including Government-operated dining facilities, eating establishments, and commercially operated restaurants.

• New facilities or locations may be added to the contract, and others may be removed.

• The contract covers JBLM facilities at Lewis-Main, Lewis-North, and Lewis-McChord Field. Yakima Training Center (YTC) is excluded.

• The Period of Performance (PoP) is one (1) 12-month base period with up to four (4) 12-month option periods.

• Services are to be provided between 7:00 am and 4:00 pm (PDT), Monday through Friday, excluding Federal holidays and Government-directed facility closings.

• Grease traps/interceptors must be cleaned every two calendar months.

• Traps and interceptors must be free of foreign material, residual grease, and debris after cleaning.

• Blockages in drain lines must be removed.

• Lids must be secured, and the surrounding area cleaned of debris after each service.

• UCO must be collected monthly to prevent overflow.

• Performance is measured by the percentage of scheduled work completed on time (95% for cleaning and UCO collection, 100% for reports).

• Security: Compliance with applicable garrison, facility, and area commander security policies. AT Level I Training, OPSEC Level I Awareness Training, and iWATCH Training are required for relevant personnel.

• Environmental: Adherence to JBLM's Environmental Management System (EMS) and ISO 14001:2004 standards. Compliance with sustainable acquisition requirements and use of environmentally preferable products. Stormwater training is mandatory.

• Quality Control: Contractor must develop and maintain an effective Quality Control Plan (QCP) and implement procedures to identify, prevent, and ensure against recurrence of defective services. The QCP must be accepted by the COR prior to the performance start date.

• Reporting: Monthly reports for grease trap cleaning and UCO collection are required electronically NLT five (5) working days after each bi-monthly period. Reports must include details of services performed.

• Contractor Personnel: Must wear a badge and/or uniform identifying them as Contractor employees. Must conduct themselves professionally, safely, and responsibly.

• Contract Administration: Requires a designated Contract Manager and adherence to contract administration and management procedures. Post-award conferences and periodic progress meetings are required.
