Sources Sought Notice

This notice is to gauge industry interest and identify potential sources for increasing capacity on the current Job Ordering Contract (JOC) award W911S823D0003. The JOC is a sole-source award to Midnight Sun-Centennial – Kirratchiaq JV, LLC. The contract covers a broad range of maintenance, repair, and minor construction projects at Joint Base Lewis-McChord, Yakima Training Center, Fort Worden Cemetery, and Fort Lawton Cemetery. The statutory authority cited is 41 U.S.C 1901, identifying one responsible source.

The JOC is used for various trades and disciplines including, but not limited to:

• Civil works

• Road repair

• Carpentry

• Roofing

• Excavation

• Electrical

• Steam fitting

• HVAC

• Plumbing

• Sheet metal

• Painting

• Fencing

• Incidental lead and asbestos abatement

• Demolition

• Concrete masonry

• Welding

• Incidental environmental clean-up

• This notice does not commit the U.S. Government to any contract.

• The NAICS code is 236220, Commercial and Institutional Building Construction.

• This is NOT a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP).

• The Government is not seeking quotes, bids, or proposals at this time.

• Unsolicited proposals will not be accepted.

• No payment will be made for information or administrative costs incurred in response to this notice.

• Information provided will not be returned.

• Responders are requested to provide contract number(s), dollar value(s), and a brief description of previously performed work demonstrating capability.

• Point of contact information for cited efforts is also requested.

• Not applicable as this is a Sources Sought Notice.

• Not responding does not preclude future participation if a solicitation is released.

• Potential offerors are responsible for monitoring the Governmentwide Point of Entry for future synopses or solicitations.

• Respondents are asked to identify any conditions that may unnecessarily restrict competition and suggest alternatives.

• Firms should provide their business information, interest in competing, teaming arrangements, previous experience, and information to determine commercial availability and pricing.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for a Job Order Contract (JOC) for a broad range of maintenance, repair, and minor construction work on real property at Joint Base Lewis-McChord (JBLM) and other supported organizations. The primary objective is to provide a flexible contract vehicle for various construction tasks as identified by individual Task Orders (TOs).

• The contract will be an indefinite delivery, indefinite quantity (IDIQ) type contract.

• The contractor will be required to furnish all materials, equipment, and personnel to manage and accomplish TOs.

• A management office must be maintained on JBLM to receive RFPs, prepare proposals, receive TOs and Notices-to-Proceed (NTPs), handle correspondence, and provide construction services.

• TOs will vary in size and may include single or multiple disciplines.

• The contract will cover a wide variety of trades, including but not limited to: civil work, road repair, carpentry, roofing, excavation, interior/exterior electrical, steam fitting, HVAC, plumbing, sheet metal, painting, fencing, asbestos and lead abatement, demolition, environmental clean-up, concrete, masonry, and welding.

• Principal items to be accomplished include providing, removing, and disposing of, replacing, repairing or modifying architectural, structural, civil, mechanical or electrical features or systems of facilities, ranges, landscaping, or road work.

• Exterior service systems for civil, mechanical, or electrical systems of a building are included.

• Proposal support documents as specified in the TO are required.

• Electronic "as-built" drawings are required for the extent of each task order and affected supporting systems.

• Operation and maintenance manuals for installed equipment and training (at least 4 hours) are required.

• The contractor is responsible for providing a complete and usable system and accomplishing all tasks incidental to the completion of task order requirements.

• Requirements not explicitly called out in the SOW but reasonably discernible are considered part of the TO requirements.

• The period of performance is between TO Award and the time all work under the TO is complete.

• The period of performance will be negotiated for each TO.

• Work will be performed on facilities at Joint Base Lewis-McChord (JBLM), Washington and Sub-Installations, including Yakima Training Center, Fort Worden Cemetery, and Fort Lawton Cemetery.

• The contractor must maintain a management office on JBLM.

• Utility outages require 14 calendar days advanced notice.

• The contract cost basis for pricing individual TOs will be RSMeans construction cost data and e4Clicks (CPG).

• Contractor's coefficient will be used for pricing.

• The contractor shall purchase, install, and maintain a computer system in its field office for operating the JOC Task Order estimating/proposal process and required record keeping programs.

• The contractor shall provide temporary utilities, water, and electricity at its own expense.

• Safety and health requirements, including USACE EM 385-1-1, are applicable.

• Environmental protection requirements are detailed in various sections and must be complied with.

• Quality Control (QC) system must be established and maintained.
