Scope of Work

The contractor will install and integrate new A/V equipment compliant with Security Technical Implementation Guides (STIGs) and DoD interoperability requirements. This includes replacing Atlona A/V systems, integrating with existing government-furnished property, and supporting both NVTC and SVTC. Key tasks involve installing transmitter/receiver equipment for 21 locations displaying on a 15-panel video wall, configuring the video wall for multiple layouts, and providing a microphone solution. The contractor must demonstrate expertise in connecting SVTC systems to AFNET/DoD enterprise networks, install Government Furnished Equipment (GFE) Cisco cameras, integrate GFE BIAMP Tesira HD-2 dialer, and program all devices, including an SVTC SIPR codec. A "mission control" area for four monitors must be developed, and only DISA-approved equipment, new cabling, wiring, and connectors are acceptable.

Contract Details

This is a single firm-fixed-price contract. The period of performance will not exceed 180 days after contract award, encompassing installation, training, testing, and acceptance. This acquisition is a Total Small Business Set-Aside.

Submission & Evaluation

Proposals must include unit and extended pricing for all CLINs, a total price, a completed SF 1449, and current Representations and Certifications in SAM. Award will be made on a "Partial Tradeoff" basis, with Technical Acceptability being the most important factor, followed by Past Performance, and Price being the least important. Past performance will be assessed using a questionnaire evaluating technical performance, cybersecurity compliance, and integration capabilities. The Government reserves the right to conduct discussions.

  • Mandatory Site Visit: March 19, 2026, at 1000 at JB MDL. Offerors must RSVP to Noah Whiting (Noah.whiting.1@us.af.mil) by March 12, 2026, 1400 to be added to the Entry Authority List (EAL). Only attendees who sign the official roster will be eligible for award.

Important Considerations

Contractors must have an active SAM registration. Funds are not presently available, and no award will be made until funds are secured. Access to JB MDL requires adherence to strict security protocols, including criminal history checks, EAL submission, and vehicle entry requirements detailed in the SFS Appendix. Contractors must also comply with Antiterrorism (AT) awareness requirements, including reviewing the JB MDL AT Awareness Guide and being prepared for potential impacts of elevated Force Protection Conditions (FPCONs). Urgent medical care for on-duty injuries at the 87th MTF is available, but the contractor/employee is responsible for all associated costs.
