Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for replacing existing dormitory furnishings in Building 10055 at Naval Technical Training Dormitory, Joint Base San Antonio (JBSA) Lackland.

• Procure, deliver, install, assemble, relocate, remove, and dispose of new U.S.-manufactured furnishings.

• Furnishings must comply with all applicable domestic sourcing and manufacturing requirements.

• Support 96 student rooms.

• Major work areas include:

  • Delivery and installation of new furnishings.
  • Removal and relocation of existing furnishings.
  • Waste management and dumpster requirements.

• New Furnishings to be delivered to B10055:

  • 288 Bunkable Spring Deck Beds
  • 288 Single Door Wardrobes
  • 192 Table Desks
  • 192 Armless Stackable Chairs
  • 288 One-Drawer Lockers/Chests
  • 288 Two-Drawer Lockers/Chests

• Existing Furnishings to be Relocated to Port San Antonio:

  • 190 Former Bunkable Beds
  • 142 Former 36" Wardrobes

• Existing Furnishings Designated for Disposal:

  • 192 Table Desks
  • 192 Desk Chairs
  • 146 Wardrobes
  • 96 Lift Deck Beds

• Salient Characteristics: Specific dimensions, materials, and colors are detailed for each furniture item, with allowable variances of ±2 inches for most dimensions.

• Place of Performance: Building 10055, 1250 Arnold Circle, Suite 1, JBSA LAK 78236.

• Relocation Site: 410 North Frank Luke Drive, B1530, Port San Antonio, TX 78201.

• Work Hours: Normal duty hours, 7:45 A.M. to 3:00 P.M., Monday through Friday, excluding Federal holidays.

• Project Phasing: Work will be performed one floor at a time, with each room completed as a one-for-one swap while students are away.

• Site Conditions: Building 10055 is a three-story dormitory; all vertical transport must use exterior stairwells. Elevators are not available.

• Project Management: A single Project Manager (PM) must be designated.

• Government Coordination: Notify GPOC at least two weeks in advance of delivery/installation.

• Security: Contractor personnel must comply with base security regulations, obtain base passes/IDs, and provide employee lists.

• Protection of Government Property: Contractor must protect building surfaces and repair any damage.

• Cleanup: Maintain a clean worksite and remove all debris daily. No waste in Government dumpsters.

• Warranties: Provide commercial standard warranties for all furnished items for a minimum of one year from Government acceptance.

• Quality Assurance: Government will inspect all work; project completion determined by GPOC.

• Environmental Requirements: Comply with all applicable environmental regulations for material and waste disposal.

The following furnishings are excluded from the scope of work: 3-drawer nightstand, refrigerator, and television.
