JBSA Randolph Library Internet Service

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide commercial internet and WiFi services for the JBSA Randolph Library, including installation and monthly service of wireless and landline commercial internet, and dedicated fiber optic internet access.

• Provide management, tools, supplies, equipment, and labor for the assembly, installation, and monthly service of wireless and landline commercial internet services.

• Install dedicated fiber optic internet access with a minimum speed of 500 Mbps.

• Install 5 managed wireless access points and landline commercial internet services using the installed fiber line.

• Add a minimum of 3 additional WiFi access points (and accompanying routers/equipment) in a renovated portion of the building when ready for public use.

• Install wireless and landline commercial internet services with a static IP for landline.

• Provide WiFi services including access points and a minimum of 12 months support service, including training.

• Provide drawings/illustrations, specifications, product details, manuals, labor, tools, equipment, supplies, transportation, materials, and supervision.

• Engineer, install, furnish, and test commercial internet services in Building 598, JBSA Randolph Library.

• Provide a proposed project schedule with a timeline for services to be fully operational within 60 days of contract award.

• Ensure all government-provided PCs are fully operational with commercial internet service.

• Provide WiFi coverage for the area depicted in Appendix A, Layout #1.

• Install additional WiFi coverage for 3500 sq ft of additional library space (library expansion), potentially requiring more than 3 access points based on heat mapping.

• Install hardware, hardline drops, equipment, routers, and WiFi access points for the library expansion when it is ready for public use.

• Minimum speed of 500 Mbps for dedicated fiber optic internet access.

• WiFi standard: 802.11ac Access Point or higher.

• WiFi access points: Support both 2.4 and 5 GHz bands.

• Upload/Download speed: 500Mbps minimum.

• Hard Data Lines: 36.

• Services to be operational NLT 60 days after contract award.

• Monitor on-premise equipment, connectivity, signal quality, and capacity 24/7/365.

• Notify government within 4 hours of service degradation during normal duty hours.

• Provide government web-based access to a dashboard monitoring capability.

• Provide a minimum 2-week notice of maintenance actions that could impact end-users.

• Dispatch maintenance personnel to repair on-premise breaks within 1 work day.

• Provide a customer support phone number for service-related issues.

• Provide helpdesk support for installation and connectivity service for hardwired and wireless points for the duration of the contract, including remote troubleshooting during normal work hours and capability for content filtering/security controls.

• Commercial internet service available 24 hours a day, 7 days a week and be reliable.

• Provide communication "As Builts" drawings, location of data drops, cable management, communication room layout with rack equipment elevation drawing, and an accurate heat map of surface coverage.

• Clean all surfaces and floor surfaces around the work site.

• Annual service contract with a base year and four optional renewal years.

• Location: JBSA Randolph Library, 5th Street East, JBSA Randolph, TX 78150, Building 598.

• Installation practices to conform to American National Standards Institute (ANSI), Electronic Industry Alliance (EIA)/Telecommunications Industry Association (TIA) guidelines, Unified Facilities Criteria (UFC), and BICSI Information Transport Systems Installation Methods Manual (ITSIMM).

• Vendor will not disturb NIPR Net systems; only commercial internet services are serviced.

• Building has easy access to an attic area for installation of cabling and access points.

• Quality assurance inspection will be conducted by the 502 CS.

• Materials shall be stored on site in a manner that does not impair continuing operations, with aisles kept open and marked per OSHA standards.

• Contractor shall provide all incidentals and incidental hardware.

• Contractor shall take precautions to prevent damage to Government property and repair/replace damaged items at no additional cost.

• Work areas shall be maintained in a neat, clean, safe condition, with all trash and debris removed daily and from the base upon project completion.

• Upon completion, the Government will conduct an inspection.

• Installation hours: Monday through Friday, 8AM to 5PM; Saturday, 11AM to 4PM.

• JBSA Randolph Library is closed for all federal holidays and the Saturday of the accompanying weekend.

• All installations require appropriate proof and vetting of contractors and vendors.

• Contractor shall request credentials for employees through the Contracting Officer and follow all security guidelines provided by the Government Representative.
