Scope of Future Work (JBTDS FRP)
The anticipated future contract, for which this RFI seeks input, involves the Full Rate Production (FRP) of the JBTDS. This includes:
- Manufacturing: Production of 3,247 JBTDS Detector/Collector assemblies, 425 Data Stations, and 49,015 consumables over three years.
- Testing: First Article Testing (FAT) and other inspections.
- Logistics Support: Integrated Logistics Support (ILS), including analyses (FMECA, FTA, MTA, LORA), technical manuals, training, and Logistics Product Data (LPD).
- Technical Data: Delivery of Production Technical Data Package (TDP), Software Data Package (SDP), and Source Code with Government Purpose Rights.
- Sustainment: Two years of sustainment support, including field repairs.
- Program Management: Adherence to a Manufacturing Plan, Quality Assurance Program Plan, and Configuration Management Plan.
- Cybersecurity: Compliance with NIST SP 800-171 and development of a Cybersecurity Management Strategy.

ACC-APG is seeking information on:
- Proposed delivery strategy for JBTDS units and consumables over three years.
- Rough Order of Magnitude (ROM) timeline and cost for production, including price breaks.
- ROM costs for delivering TDP, SDP, and Source Code with Government Purpose Rights.
- ROM cost for logistics and sustainment support documentation.
- Alternative systems that meet or exceed JBTDS performance requirements, including costs.
- Descriptions of systems meeting most requirements, identifying unmet requirements and development costs.
- Commercial solutions or development of commercial products.
- Business size and recommended contract type (e.g., FFP, FPIF, CPFF).
